COME CITIZENS.
In disoussing the problems in
volved in permanently holding the
Philippine Islands those Republi
cans who have the oourago of their
convictions acknowledge that the
Filipinos never will be qualified
to aot as citizens of the United
States, and that, even should they
become so, we could not admit
them to oizenship without deranit
ing labor conditions. Here, then,
is a proposal to give the tepublio
from eight to ten million subjoots,
who are to remain subjects forever,
with no hope of improving their
politioal oondilion, and who, owing
to their large and increasing num
bers, cannot be kept under control
without the employment of a great
atanding army.
It is this aspeot of the problom
npon which the Anti-imperialists
lay most streBs, and whiob must
mm derioue to all who recall the
causes of the downfall of the Roman
republic To maintain in subjec
tion a few eooros of thousands of
Indians and hall breeds west of the
Mississippi required no material
inorease of our regular army, and,
therefore, imposed no strain upon
our politioal institutions. There is
a portentioua practical difference
between the mioroscoplo form of
imperialism exemplified in our
treatment of the Indians generally
and of the half-breeds in New
Mexico and Arizona on the one
band, and the imperialism carried
out on the great scale whloli, it is
acknowledged, will be requisite in
the Philippines. It is, in truth,
absurd to suppose that the objec
tion to imperialism has been ane
wered when you have proved that
the existence of subjoots, distin
guished from oitiieus, has always
been recognlted as a matter of
principal iu this country, bo far
as the safoty of our national insti
tutions is ooncerned, it is not a
question of principle, but a ques
tion ol scale.
Rome's liberties were in no dan
ger so long as she held in subjec
tion only a few thinly peopled
Italian communities to which she
bad ooncedod neither full civil
privileges, nor the qualified form of
citizenship known as the Lat'n
right. To keep them orderly and
tranquil required no large per
manent military force. Whr.n,
however, the can gory of subject
populations came to include mill
ions upon millions, and, ulti
mately, the wbole of the Mediter
ranean world, a huge standirg
arn y became indispensable. That
