COUNTY INDEBTEDNESS.
If it was necessary, perhaps, the
Register editor oould Qgure out
some way by whioh he oould lift
himself over a fence by his boot'
straps. The manner in whioh be
figures out the Lane county indebt
ed noss at a little over a third oi
what the reports show it to be
loads us to this assumption.
The statement of outstanding
warrants, and interest thereon to
March 81, 1000, shows the sum of
$1 14,000.08. 'there Is no
mistake about that. Then the
Register gives resources of $00,
730.33, which it says are "appli
cable to the payment of county
warrants." Therein the figures
do not lie. They only show the
sum ot $3,300 in tbe hands of tho
oounty treasurer applicable to pay
ments on warraula. Tbe big-ended
balance is made up of "estimated
unpaid taxes" and "value of tax sale
uiriificales," both of which lb
Rtgister says are "applicable Ij
payment of county warrauts."
TliBrein thu Ki'g'ster editor utatea
what is not true. Not one dollar
of those unpaid taxes and certifi
cates of sale are applicable to the
payment of county indebtedness.
If they were County Treasurer
Patterson would advertise for war
rants, pay them off, and stop in
terest charges.
Here is another joker iu addition
to the Register manner of deduoting
unpaid taxes' as available resources:
It will be eight months before the
county can make another tax levy.
During those eight months the ex
penses and indebtedness of the
county will steadily accrue, while
there will be no fresh resources
with which to meet tbe obligations.
The delinquent taxes must be col
lected by levy and sale, and in
process of such collection probably
three per cent ot the same will be
left on the hands of tbe county.
Taking present delinquency figures
as a basis from which to estimate
the oounty would only realize about
165,000 of the $66,700 delinquency.
Payments on the county debt from
delinquency collections will . not
greatly . exoeed the total of the
amounts of new indebtedness that
will ste idily acorue lrom month to
month, therefore tbe statement of
the present indebtedness of $114,
675 may be accepted as a reliable
estimate of present obligations for
whioh Lane county is held, and of
whioh no considerable reduction
can possibly be made during the
ourrent fiscal year.
Warrants for nearly $3,000, drawn
in April, are not included in the
above indebtedness amount.
SOME M'KINLEY DIPLOMACY.
In peremptorily demanding the
piyment of one hundred thousand
dollars due from Turkey for mis
sionary outrages in Turkish terri
tory in years gone by, tbe state
department may be illustrating tbe
truth of the old adago "penny wise
pound foolish." It is said there
are 3,500,000 Mohammedans in tbe
Sulu island group of the Philip
pines, whose devotion to the caliph
approaches fanaticism.
The most ordinary kind of diplo
maoy would be above needlessly
offending a personage that has it in
bis power to cause us no little
trouble, and that without taking
ohauoes of barm to himself. Turkey
never pays her debts. Tbe state
department should not press these
just demands for settlement when
no good oould possibly result
therefrom. All this sudden aoiivity
seems out of plaoe and Unoalled
for, else the administration is at
tempting to deceive our people by
a mare Brio of authority whioh it
does tint propose to press to a oon
olusion. Ju other words the ad
ministration is "playing to the
gallery. Trying; to ninke votes. ;
D6 not forget that before
you can cast a vote at the
coming state and presidential
elections your name must be
on tho register. The time is
now on to have your name
put thoie. If not registered
betore May 15 you cannot
vote. You can register be-
toro any notary public or ius
tice of the peace froe of cost,
or at the courthouse in the
county clerk's office. Do not
neglect to register. ,

Ou. of the -Talk. With NlIeon"
quoted from Dr. O'Meara's die y lu
The Century records Napoleon s Indig
nation at being, as he considered it,
spied upon while living at St Helen.
I understand," said he, "that an
officer Is placed hero to report about
me and to see me two or three times
in the 24 hours and that they are talk
ing of making him go into my chamber
to seo me If I did not come out. Any
person," said he then, with considera
ble agitation, "who endeavors to foreo

ever eats bread or meat afterward, I
am not Napoleon. This I am deter
mined on.
"I know that I will ho killed after
ward, as what ean one do against a
camp? But what of that? I have
faced denth many a time. Besides I
am convinced that this governor, this
chief of Jailers, has been Bent out on
nuroose to poison me or put me to
death some was. or another or under
some pretext byvLord Castlereagh.
"I have seen," continued he, "Rus
sians, Prussians, Arabs, Cossacks,
Tartars, Spaniards, Persians, Turks"
(here he enumerated a great many
more), "and never In my life before

The Rnu by Whteh One Young Man's
Credit Was Established.
Major J. M. Burke told a good story
of his experience In helping a friend to
get the girl of his choice.
"He was a good fellow," said he,
"hut young and without much capital,
The girl was a heauty and loved tho
"hoy, but the father (the same old lrato
father) objected and demanded that
tho hoy show that he was capable of
supporting a wife. This was In St.
Louis about ten years ago, and the boy
came to me with his troubles.
" 'Never mind,' said I. 'I'll fix It up
all right. By the way, how much will
you take for your right leg?
"lie looked at me as though I were
crazy, but made no answer.
" 'I'll give you $10,000 for It,' I said.
"Will you take It?'
" 'No, I won't,' ho said. 'What do
yon take me for?'
"Well, I knew the girl's father; he
was a merchant, and I called to see
him. We finally drifted around to
talking about this young fellow, and
the old man flared a little, stating that
he wanted some one who could support
a wife to have his daughter.
" 'Support a wife!' said I, In surprise,
'Why, he certainly can do all that.
Only a few days ago he refused $10,'
000 for a piece of property.'
" 'His own property?" asked the fa
ther. 'Certainly,' said I.
" 'Who offered him the money?' ask
ed bo.
" 'I did, and he refused It,' I answer
ed. 'He claimed It was worth more.
"Well, this made a hit, and no more
questions were asked. The boy is do
ing well now and has a Rood familv.
I haven't spoken to the father since."

ed as centers of motion except in tho
very lowest strata, since currents of
air blow directly over them from west
to east, even In the cumulus region of
the Rocky mountain districts. The or-
amary circulation theory does not hold
good. In each stratum from the sur
face to the cirrus level about as much
air moves north as south, for there are
enormous counter currents nasslni? hv
each other at the same level and not
over one another at different eleva
tions. This puts a new aspect upon
the entire problem of the general cir
culation. Nature.
