A Cbloago Presbyterian paper
announce it will advocate a move
ment to substitute a short evangel
ical creed fo'r the Westminster Con
fossion of faith. Probably it has
not entered the mind ot the editor
that the Bible would be the best
substitute. The requirement of a
creod implies a laok of essential
knowledge in the original, else
amounts to a confession that the
maker of the creed is not satisfied
with the statement of truth enun
ciated by that original, and must
have his doubts dispelled by what
be may consider an authoritative
statement as to the true meaning of
the text.
Of oourse the beliefs of makers of
creeds may ohange, and have
ohanged as to the meaning of dis
puted texts, but that makes little
difference to the creed worshipper.
Hie belief, if he has any, only
changes with the oreed.

against the Nioaragua canal - bill
and the republican leaders in con

themselves with the railroad in

ment of the Panama commission
for the sole purpose of delaying and
if possible killing the Nicaragua
canal bill. It is being claimed that
it was an error, if so, it was an
inexcusable one. The republican
oourse in congress justifies the
belief that it was intentional.
The delays of courts are well
illustrated by the failure of the
Portland Savings Bank that oc
curred in 1893. Though it had
large mortgage and property hold'
ings when it failed depositors have
only been paid one dividend of nine
per cent. Many thousands of dol
lars have been paid out for lawyer,
referee and court fees, and it does
not appear that depositors are any
nearer realization of claims than on
the day of failure. A bankrupt
business cannot be closed up too
quickly for the benefit of creditors.
The CitizenB ticket is made up of
competent men. - The delegates
who placed the candidates there
felt ihe full responsibility of their
duty to the people. . They were
not merely seleoting candidates,
but as tbe majority party of the
oounty, were really choosing the
men who are to be entrusted with
tbe administration of public affairs
for two yoars to come.
