Manila. April 24. Tho people who
have made the trouble in Lnzon for
both tho Spaniards and the Americana
belonj; to the Philippine tiihe known
as the Taeniae accent on the "gal."
The Jesuit Father Barnero, speaking of
the natives in general, informs us in
his history that tho Spaniards hnva
brou(;ht them to a stnto of civilizatiun
and converted them to Christianity. If
bo, like some white people, they have
a qneer way of showing it.
The Tagalo is a degenerate and scrub
Malay, if there is any other kind of
Malay, which I incline to doubt. From
his tribe come the house servants and
laborers, likewise the rebels, in and
about Manila and tho neighboring
towns of Luzon.
In Manila are two worlds one in
the basement, tho other np one flight of
dirty, though decorated, stairs. Tho
two worlds are as distinct as tho spir
itualist's different spheres in the sum
merland. They tonch at no point.
The Tagalo's strongest point is his
ability to observe holidays. That is un
limited. Ho would fain knock off work
religiously for every holy day and feast
day in the Roman Cutholic church, and
the number seems unlimited. When
those fail, he generally has a funeral or
two of some relative or friend to at
tend. Holy week, preceding Easter
Sunday, is the great time of the year
for the Tagalo. Unless his living liter
ally depends on it, ho will not work on
Good Friday or the Saturday following.
This present year marked the tirst time
in the history of Manila that the street
cars were run on Good Friday. The
strong arm of American military au
thority forced Uie pnny little native
drivers and conductors to attend to
their business.
Permit me to qualify the statement
that the Tagalo has no ambition. Ha
has one that absorbs his little mind
dnring tho first two months of each
year. It is to get a new shirt for holy
week. It is as much to him as to tho
fashionable American lady is her new
Easter bonnot. His shirt is his most
gorgeous articlo of attire. On it he
spends tho anxious thought of days aud
nights, and perhaps a month's wages
About the 1st of March your cook or
coachman will ask yon for a mouth's
wages in advanco to liny hitn a new
shirt for holy week. His shirt is his
outer upper garment, in every case
worn outside of his trousers. For a Ta
galo to wear his shirt insido of his
trousers would be a breach of etiquotto
unpardonable in the eyes of his race.
Tho Tagalo's everyday apparel con
sists of an undershirt and trousers, with
a pair of wooden soled toe slippers
handy and comfortable for a hot cli
mate. If the weather is very warm or
if he has only one undershirt, he omits

But outraged justice did not slumber
in that crushed breast In due time tho

diately lay the whole matter before tho
United States government as represent
ed by General Otis.
This threat of a national complica
tion on account of her love affairs
brought Felipa to terms, ltather than
be court martinled she surrendered
the valuables, and now Agapito, hold
ing them once mere in his hands as a
bait, is looking for another wife. But,

Undoubtedly tho Houian church has
striven faithfully for 300 years to en
graft monogamy on the Philippine Is
landers; but, speaking in the terms of
vaccination, it has not "taken." In
spite of nil tho terrors aud thunders of
both law and theology your Tagalo can
not understand why ho should not run
his domestic relations to suit himself.
The romance of Agapito and Felipa,
that came under my own observation,
illustrates the point. Hear tho romance
of Agupito and Felipa:
Felipa was engaged ns unrso of the
handsome San Francisco baby that was
brought out from America in onr ship.
She was a belle among the Tagalos,
with the temper of a vixen and an eye
that flashed like a red Indian's. Agapito
was doorkeeper at tho Army and Navy
clnb. Ho fell in love with Felipa and
spent a whole mouth's wages $7.80
on her. He bought her gingham skirts,
red and yellow, and with long tails to
them that trailed behind on tho ground;
likewise pineupplo cloth waists of del
icate texturo. Nothing was too good
for her. Felipa took the greatest pride,
however, in two plated rings which
Agapito's infatuation had led him on to
buy for her. Sheihibited tho rings to
ns exnltantly and told us that on tho
Sabbath of Glory sho was to bo married
by the holy father to Agapito. They
had been already wedded Tagalo fash
ion for three mouths that is, they had
simply been living together. They do
cided to marry white folk fashion, how
ever, and the knot was to be tied on
the Sabbath of Glory, which was the
day before Easter.
But what can ono count on in this
world? Two weeks boforo tho Sabbath
of Glory Felipa mot a hnudsomer man.
He was an oily tongued aud no less oily
headed young Jap. He also was em
ployed at tho Army and Navy clnb, and
ho had the additional advantage of
speaking English very well. On the
strength of this ho told Felipa he was
an American, aud she believed him.
Men wero gay deceivers ever.
Dazzled by tho glamour of an alliance
with tho all conquering American race,
Felipa turned icy cold to her faithful
Agapito. Sho jeered at him, told him
she hated him and would never marry
him no, never I
"Give me back, then, my jewels!'
cried Agapito. "Give me back my
$7.50, or, if not that, at least the red
and yellow gingham skirts and tho
rings washed with gold. With them,
even if I cannot bring thee back, I can
get another girl just as good." But
Felipa would not.
Then the desperate Agapito appoaled
to the senora, Felipa's employer. Ho
informed her that tho girl was no tit
nurse for the baby, seeing that sho had
rnu away from him and gono with an
other. She was a bad character, ho do
clared, which was a rather curious
argnmcnt, considering that he was do
ing his utmost to mako her como back
and bo his wifo again.
Tho senora appealed to Felipa, who

that garment and walks forth with only
tho thin lawn shirt on the npper half
of his body, his brown hida shining
through and giving to tho tont ensom
blo that tint of different color consid
ered so artistic in Worth and Redforn
creations. On Good Friday tho Tugalo
steps forth in his new holy week shirt.
If ho has any money left over after
paying fcr it, then tho females and
children of his household appear in new
garments too. The women shine in
bright new red skirts, the children,
with their heavy heads and pipostem
legs and arras, aro carried in arms or
follow the family procession to church,
wearing crisp little pink and green
shirts and slips.
If tho Tagalo race outside Manila is
not snperior to the specimens here, then
it must be on the road to extinction.
Tho children are tho scrawniest, for
lomest samples of infancy one can pic
ture to himself. A native child a year
and a half old at onr house is no taller
than the healthy well grown American
baby of 7 months that its mother has
just brought from San Francisco. The
American child is much heavier than
the native one, which cannot walk yet
in Bpitoof its IS months' sojourn in this
weary world.
