This play, which is known as Hoyt's
masterpiece, has nevsr bn tean In
Eugene. It is a collections saws and
incidents supposed to bear more or less
upon the extraordinary possibilities of
Ameiicau politics, aud the develop
ment of statesmanship of the average
type. The first act is laid at the door
way of Mr Brander's house in Texas.
MrBranderlsa wealihy Texan who
lives a comforlabls, yet homely life
upon his ranch '! his ulie auti
daughter "Honsy." The latter ex
plains that her father has been
running for congress "and got there
with both feet." He came by the po
sition honestly, she says because he
paid all it was worth for it. MeaD-
while the Senator-elect Is taken off
his wagon seat and brought home in
triumph. The second act occurs in the
private reception romn at the Arling
ton Hotel, Washington. The Bnin
der's wear some dre.wes of marvelous
hues, and yet their tastes aro not vul
gar. A number of light character
sketches of a caritalunil nature are
introduced, notably a colored oftlie
seeker. Bonio of the dialogue ot this
act Is very willy and clever. In the
third act the colored edlce sucker turns
up again in a most dilapidated condi
tion, and his story of disappointed
hopes at Washington Is quietly and
eflectively told. To Brooder's house
came an investigating committee from
Texas to Investigate the reports of his
conduct. The idea is cleverly worked
out and constitutes one of the successes
of the piece. Miss Bossy and her
mother have profited by their life at
Washington and the former is now a
society queen and quite the fashion.

men have used every menus

of State Kii caid to put the middle-of-the-road
ticket ou the official bollot.
He ansA-srs the urgent pleas with lair
acd convincing argumeuts as follows:
'If the duties of the secretaiy of
state are exclusively 'ministerial' and
he is obliged to lile and place upon the
ballots all nominations presented, men
he has no power lo 'arrange' in the
manner provided in tills act for the
arrangements of the nameB and other
information concerning all the candi
dates contained in the certificates of
nomination which have been filed with
htm. and sccepted by the nominees, In
accordance with the provisions of thlB
act.' If certificates of nomination are
presented which are not 'in accordance
with the provisions of this act,' he has
no authority to put the nntiies upon
the ballots, and must necessarily have
power t decide what certificates are
'in accordance Willi the provisions uf
tills act,' In older to perform the duties
imnosed unou him by law. Whether
this power be called 'ministerial,' 'ad
ministrative,' or 'judicial,' It exists, or
the law has no effect and lorce and
cannot be carried out,
'If a candidate receives several
nominations tendered according to law

law says, 'It shall be sufficient and
shall be equivalent to accepting each
one of said nominations to the samo
office.' His name should then be so
