for the manner in which city affairs
have been conducted during the
past year.
Ex-Mayor Matlock retires with
tho connciouonees of having served
tho city wall and faithfully. No
inconsiderable burden of the finan
cial affaire rests upon tho hands of
the mayor and it is to his credit
that, with tho assistance of u
business like council, tho finan
cial affairs of tho city have boon
well managed. During the last
year the city debt has been reduced
two thousand dollars and that, too,
without having impaired the effi
ciency of street, fire, polioe or other
departments of tho city govern
ment. Economy has been the
watchword of tho retiring adminis
tratiot), and the officials have no
cause to regret the records they
have mads.
The retiring polico officers, II J
Day and Robt Pratt, have
made oxeollont rocords as caroful
painstaking ofiicors, performing
their respective official duties
without fear or favoritism, and
while not being unduly sovoro, com
pelled respect and obedience for
the laws, using that discretion
without whioh no polico oflicor can
command tho respoot and obodionco
of tho peoplo. Strcot Commissioner
Doylo Bot a high wator mark
for good street and sidowalk work.
If his successor carries forward tho
work in tho mannor begun by his
prodocossor no fault will be found
with his administration.
Tho ro-appointmont of Mr Skip
worth as City Attorney ia an ex
cellent one. Ho has spont a great
deal of time and attention on city
laws and is thoroughly posted on
legal questions that may arise in
tho management of municipal
affairB. To his caroful supervision
may be ascribed the success of tho
city in dealing with vexed and
contested questions as to tho rights
of tho city in making Btreot and
other municipal improvements.
Recorder Dorris succeeds himself.
His moderato impartial courso as
city recorder has rendered him
popular with nll classes of oituetia.
Mr Dorris seeks to conduct the
affairs of his office in on impartial
business like manner and whilo
not prono to exorcise undue sever!
ty compels obedienco to the lavs.
Tho now officers have their futnro
bofore them. It is to bo hoped they
will perform their duties well and
without fear or favoritism. Cer
tainly all good citizens will render
them every assistanco within their

CONVICTS AKK HUMAN.
Prison labor roadmaking is to be
practically tested, if a bill before
the Michigan legislature can be
passed. It provides for a limited
amount of roadmaking by convicts.
The men may be secured, if neces
sary, by ball and chain.
The Detroit Tribune makes the
following comment:
The reason why the evils of the
contract system of prison employ
ment havo not everywhere been
discarded is that doing so creates a
worse condition than existed before.
Prisoners have to bo unemployed
or else put upon tho public high
ways, and here is a dilemma which
no human wisdom has yet been
ablo to meet. To put the ball and
chain on human beings and send
them before the public gaze, you
havo to ignore wholly the reforma
tory principle in punitive disci
pline. This neglect cannot be tol
erated in this age of the world. We
