THE KIGENE COUSINS.

"Mr. and Mrs. McQueen, of Eu
gene 'aro embarraBBed at the pre
dicament in which the find them
selves.' They wero couBins, and
June 8th procured a marriage
licenBC, went through the marriage
ceremony, and until last Saturday
when they were arrested fur incest,
lived togother as man and wife.
They did not know that the legis
lature of 1803 passed a law forbid
ding tho marriage of cousins. The
law prohibits the following mar
riages: 'first, when either party
has a wife or husband at the
timo of such marriage; second,
when the parties thereto are
first cousins, or any nearer of
kin to each other; third when
either of the parlies is a white per
son, and tho other a negro or mon
golian, or one-fourth or more of
licirro or moiiifoliiiii blood.' The
crimo is made inccBt, and the pen
ally is one to three years in the
penitentiary, three months to one
year in the county jail, or a fino of
200 to If 1,000
"Tho uufurtunato Eugene cousins

married, and under arrest as they
are for incest whon they liko mil
lions before them have simply
married each other, it is no wonder
that they 'tiro embitrrascd at the
predicament in which they find
themselves.' Their ignorance' of
the statute, unfortunately for thorn,
goes for naught in law, but may
cut some figure if a tendor hearted
man or two gets in tho jury box.
After they have occaped or endured
tho penalty for incest, if their love
is still undimintd, and their long
ing lo be each other's husband and
and wife still possesses them, to
curry out their purpose thny will
have to leave Oregon for a state
whoro cousins, negroes and mon
golians may intermarry.
"Tho moral of tho accident is if
the child who essayed to becomo a
brido luul remuinod singlo until
old enough to assume a wife's re
sponsibility, si io would probably
have learned before it was too
late that sho could not marry her
cousin in Oregon, and thus have
, forfended 'an otubarrassing pro
dicamout.' "

their vials of wrath upon thedovoled
head of Secretary of Stato Kincaid.
They want him to donate part of
his earnings, as secretary, to tho
state. It is not because they lie
tho dear people the more, but be
cause they love Kincaid tho less.
They aro not prompted by n spirit
of public enconnmy, but are trying
to obtain a little revenue for Kin
eaid's refusal to stand in with the
Dolph combination during the lust
session of the legislature. Mr. Kin
caid is an able conscientious officer.
Peoplo recognize tho motives that
prompt these spiteful attacks upon
him and resent them accordingly.

a salary for doing nothing all their
lives. This gathering of the peo
pie's money when it is not earned
should be put a stop to, and we
would like to see Oregon make a
beginning in that direction by
(tiling to raise the desired $10,500.
President Cleveland has declined
the honor of the degree of LL. D.
conferred upon him by the uni
versity at Wilberforcc, Ohio, an
institution devoted to the educa
tion of colored men, because h waB
not college bred. Hut ho has re
fused the sumo degree from other
institutions, and therefore no polit
ical capital can be made out of the
act.
