HOP RAISEKS, BEWARE.
The outlook for hops is slowly
but steadily improving, says the
Salem Post. It iB not unlikely
that hops will sell in this valley
for 10 cents per pound. Next year
they will be higher still, and the
year after up to the old figure.
Once more we wtnt' to caution
hop, raisers to enter into no hop
contracts. As sure as they do they
will be beaten every time. All
these contracts are one sided affairs.
The producer will be the loser
every time. Hainan were to con
tract his hops for 9 cents per pound
and they were to go up to 12 cents
per pound all ho could get would
be tho 9 cents. But if hops were
to fall to 6 cents per pound, is any
producer Bimple enough to believe
that the buyer would pay him 9
cents? The buyer in case of a full
would soon find an excuse for
breaking nway from his bargain.
He would say that the hops were
net up to the standard, or make
some othor excuse, and the pro
ducer could do nothing. to make
him take them. Let every hoi;
raiser beware of those who are
going around offering to contract
their hops for one, two or three
years.
Secrotary of State Kincuid has
received a letter from the Oregon
State Grange, containing resolu
tions relative to the alleged uncon
stitutionality of parts of tho lust
apropriation bill, principally items
appropriating money for the sup
port of educational and charitable
institutions. Theso appropriations
aggregate nearly $100,000, and in
nnsworing the communication,
Saturday, the secretary said in sub
stance that to do this would reflect
upon tho legislature and be con
trary to precedent. He further
says: "The constitution makes
the sucretary of slate auditor of
publio accounts. Under the power
confered upon him as auditor by
tho constitution and laws, ho might
'refute to draw warrants for any
appropriations herein named until
directed to do so by the supreme
court,' but in so doing ho would
have to assume that tho most im
portant and most numerous branch
of the stato government, tho legis
lative assembly had failed to dis
charge a sworn duty and had either
ignorantly or corruptly violated
tho constitution. I believe it is
tho duty of the so-rotary of state to
draw warrants on the appropria
tions made by tho legisUturo when
the law is plain and the require
ments are fairly and honestly com
plied with by those for whom the
money is appropriated."
Dun's latest review of trade tells
us that the tido ot business is
rising, even as it was fulling two
years ago, with surprising rapidity.
The gain has gone so far and so
fust in some branches that tlio more
conservative fear that it may not
bo maintained. But tho period of
dullness which comes to each
market after an ummial rise brings
as yet nothing like a corresponding
decline. Industries gain much,
falter, fall back a little, then gain
onco more. Tho domand for money
increases. One jerious question
remains whether tho crop will
be sufficient to sustain the large
volume of busincs, but the worst
reports today are far better than
the estimates recently current.
Tho Oregon Press Association
will have a roiling meeting at
Newport in July.
Mr. Tliomas B.- Merry, well
known in Oregon as a journalist, is
now in Los Angeles, attached to
the editorial staff of the Record.
He is enjoying the best of health,
and few would take him to be 61
years of ape.

favorite with the female population
and abhorred by the male. His
present wife, once infatuated with
his manly charms." discerns at
length that there is no good in
him. She now repents at leisure a
marriage made in poor judgment.

Rev. N. B. Alley, of Eugene, is
building a bain lor Hugh Price, of
Thurston. Mr. Alley is an excellent
workman. He Is In the lead In the
line ot carpentering in this city.
Quite a number of our boys went on
the excursion to Salem last hum. ay.
Tbey report having had a very enjoya
ble trip.
Win. Eyler has taken a contract of
Wm. Withers, to slash about; 20 acre
of brush, for that gentleman on hi
farm near Potato Hill.
B. F. Rusell, jr., and Oraut H u-
drtcks are contemplating a trip to
Eastern Oregon to visit relatives and
friends. They expect to start about
the 17th of this mouth.
Miss Katie Brown, who lias been
visiting in Eugene for the past few
months, has returned to this place and
is stopping at Dr. B. F. Russell's; her
many friends are pleased to see her
nulling face in our midst again.
Our 'school closed last Wednesday
with Miss Hattie Taylor, of Eugene, ;
as teacher. 'Q'lite a number of visitors
were present. The basket dinner was
a grand success. The exercises in (he
afternoon were very good. Miss Tay
lor's efforts to advance the youth of our
village in education,- weie highly ap
