WILL BE VOTED ON.
The following annate joint icso
lutions ware adopted at the 1893
session of the legislature and have
gain been adopted by the present
assembly and will go before the
electors of the state probably at a
special eleoiion:
"That section 10 of article XI of
the constitution of the state of
Oregon, be and tho same is hereby
abrogated, and in liou thereof sec
tion 10 of article XI shall be as
follows:
"Artiole XI, section 10. No
country, city, town, school district
or munioipal corporation shall be
allowed to become indebted in any
manner or for any purpose to an
amount, including present exist
ing indebtedness, in the aggregate
exceeding five per centum on the
value of the tuxable property there
in to bo ascertained by the lust
assessment for state and county
taxes previous to the incurring of
such indebtedness."
"That the following amendment
to the constitution of the state of
Oregon, in lieu of section 10, ar
tiole VII, be and the tamo is here
by proposed, towit: Section 10.
The legislative assembly may pro
vide for the election of supremo
and circuit judges in - distinct
olatses, one of whioh olassos shall
consist of fiye justices of the su
preme court, who shall not perform
oircuit duty; and the other class
shall consist of as many circuit
judges as may be deemed necessary,
who shall hold full terms without
allotment and who Bhall take the
same oath as the supreme judges
The legislative assembly may ore-
ate as many oirouits as may be
deemed necessary."

two telegrams sent to congress by
the president. "The dispatohes
stated that certain Americans in
Hawaii are under sentence of
death, and Secretary Gresham
wired as follows to Minister
Willis: "If Amoricun citizens
were cendomnod to death by a
military tribunal, not for actual
participation in tho reported revo
lution but for complicity only, or
if condemned to death by suoh
tribunal for aotual participation,
but not , after an open, fair trial
with an opportunity for defense,
doroand a delay of execution, and
in either oase report to your gov
ernment the evidenco relied upon
to support the death sentence."

A prominent member of the
legislature writing to tho Jackson
ville Times on Feb. 8th, gives this
view of the situation: "The dead
look still continues and probably
will to the end of the session, as
Senator Dolph'a friends decided
last night to stay with him until
tho end. What the last hours of
the joint convention may bring
forth is hard to tell. There is
however a determination to elect a
senator before adjournment. The
fight is engendering bitterness and
places numorous obstaoles in the
way of legislation. This is the
natural result of people endorsing
candidate in caucus and then
kicking their faith to the winds
and going as they please."
The Orcgonian yells "Dolph or
no one."
The only financial scheme upon
which congressmen are agreed is
that whereby they draw $5000 a
year salary and mileage.
This legislature promises to go
down in history as the most in
competent body of men that, ever
assembled in a legislative capacity
in Salem.
Jacksonville Times: If Oregon
can get along with bat one senator
all this winter, perhaps it would
not suffer much if it had but one
for two years to como.
Salem Journal: Kepresentative

fifth week of the legislature and
that important committee - hud
never met. All railroad bills are
laid to rest. And yet this legisla
ture promised to abolish that per
potual junket known as the rail
road commission.

John Williams.an old Junction City
boy, returned from Granite Canyon
Wyoming, Saturday. He bas many
friends here who welcome his arrival.
Lewis Hurlburt, who resides be
tween here and Monroe, died Wednes
day evening. He has been down with
consumption for some time and his
death was not unexpected.
Died, at Monroe, Oregon, Saturday,
February 2, 1805, Miss Ida Bacon. She
died en her 21st birthday. Quite a
number from this place attended the
fnneral services which were conducted
by Rev. Arnold.
Mrs. Henry Moore, who resides south
of town and is quite well kuown in
this section, was stricken with paralysis
last Tuesday evening. Bhe is very old
and the chances for recovery are
doubtful.
The question of clerk hire -came up
in the house this afternoon on the re
port of the speoial committee appointed
to look Into the matter. More than
the usual feeling is manifested this sea
aion over distribution of this class of
splls,an extraordinarily large number
of members deslrii'g to pose as reform
ers. Members from every ceunty in
the state seem sincere and earnest In
their desire to cut dewn clerkships at
the disposal of every committee except
their own.
