SATURDAY,- - DKC. 15, 1894 Portland Dispatch: It is report ed that Joe Simon favors free silver and will be a candidate for the U, S. Senate, in case Dolph's gold standard theories are against him. Grant's Pass Courier: The post master general has recommeuded free postage for newspapers. The postage is free now within the counties where the papers are pub lished and the nominal rate of one cent a pound is charged on peri odicals going further than the county lines. By making it abso lutely free, however, it will add that much to the easier dissemina tion of knowledge among the peo ple. On the freedom of the press and the ease of circulation reposes the temple of Liberty. In the early part of this century the postage on a single sheet of paper was eight cents, and over forty miles the rate was increased so that over five hundred miles a single sheet was twenty-five cents. But after a time these rates were gradually reduced, until 1845 a letter not over half an ounce was five cents under three hundred miles, and over that distance ten cents. Sir Rowland Hill, who was at the head of the postoffice depart ment of Knglaud at this time, in troduced the use of postage stamps in 1840, and also .lessened the charge of postage. In 1847 the United States adopted the use of the postago stamp, the lowest priced one being five cents. In Boston in the early days of the colonists almoBt everv kind of misdemeanor was punishable with whipping, and the number of stripes varied, according to the enormity of the offence. On Nov. 30, 1630, and possibly before the regular whipping post was set up, a man was whipped for shooting at a fowl on the Sabbath day whether he hit her or not is another matter. Thero was a grim bit of humor enacted at the court on this day, for the first business trans acted was to fine one of the assist ants fivo pounds for whipping two persons without another of the assistants being present, as the act provided. The East Oregonian recently gave the parents of Pendleton the following bit of advice, which has more than a local meaning: The parents and guardians of ninety five per cent of the boys of our city are open to a criticism to which words can hardly do justice. With the most culpable indiffer ence their ooys are allowod to roam the streets at any hour of the night, to frequent all publio places, what ever their charactor, and to return to their several abiding places at any hour, in any condition, and ve had almost said unquestioned. How such indifference and neglect is justified is beyond our compre hension. The apparent absence of parental solicitude for those ob jects which should bo their hrst and foremost care is a positive menace to the stability of society as well as a reproach to the fair name of our city. Parents know, or if they do not they ought to know, that the streets of a city are, under cover of darkness, the worst possible places for their children. Congregating under tho shadow of the buildings, they seem more than over to be under the spell of "tho power of darkness" and to develop tendencies to dis honesty, profanity and impurity in ever increasing ratio. Do the proud father and fond mother profess ignoranca of all this? Do they doubt the truth of what is going on, or discredit the pre dictions as to the outcome? At one o'clock this morning, Policeman O'Day fquud wide open the St. Nich olas drug store, corner Hayes, Larkin aud Market streets. He investigated and within found Eugene Weir, a night drug clerk, lying dead at the foot of a steep and narrow Btuirway The cash drawer was found open with only 10 cents left. An examination of the body showed that it was a case of murder of the most atrocious kind. In the left breast and side were louncl 28 stab wounds evidently made by a slmrp blade about an iucu wide. Hie knife had been driven in with a great force. The murder was evidently done for purpose of robbery. Tho murderer had slipped in behind the prescription counter, where he was secure from ob servation from the streets, got behind liis victim, stabbed him, and threw the body down the stairs Into the base ment. It was the habit of Weir to count the cosh every day at the close of business, aud when counted it was put in a secrot drawer beneath the counter. This the murdered man hud evidently done before he was attacked, and the robber failed to find the place. In default of the right drawer the rob ber or robbers pulled outand ransacked three or four other drawers in behind the counter but not tho right one. Weir was a mere boy. Parker's Opera House.
