stitution, one favoring a federal in­

The states' rights proposition occa­
sioned a vigorous debate. Judge
Ledbetter argued against delegating
a power to the federal government
that should be reserved by the state.
The convention finally reversed
its former act and did not sustain the
states’ rights doctrine.
