The rain contin ued to daylight, quenching the tires and thus proving a blessing, unless an epidemic of pneumonia results. The rain will IZy the dust, which has been carry ing disease over San Fran cisco and Oakland. Along the water front last night several fires broke out afresh, but with little fuel caused small additional loss aud not much danger. Today marked the end of the con flagration, unless some untoward cir cumstances »tgrt it again ill the west cud residence district. The fear of an epidemic is lessening, as the rain this morning flushed the sewers, and cleaned the streets and camps. Major Frank Kis-di ig, commanding the troops, repoits to the governor that there is nut a case of serious sickness i> the entire camp. Harriman's arrival is expected to stimulate and make u.ore effective the efforts of the railroad people to pro vide departure to all wistiiug to leave by rail. Hazriman has already issued orders to provide free transportation to all parts of the system for all ref ugees, and fur ab.e bodi«.«! n.eu rates aie reduced to 825 to Chicago.
