He took the position that the rate regulation is in the form of government ownership. He said he recognized the demand for rate legis lation, but would havq. it restricted. PRINCESS JOINS CATHOLIC CHURCH Railroad Presidents Baer and Wilcox Given Full Power to Act Washington, March 7.—President Roosevelt today sent a message to congress saying he had signed the Tillman-Gillespie resolution demand ing an inquiry into railroad discrim inations and monopolies of coal oil. He said he hesitated to sign it because as passed it achieved little or nothing. He asks that additional legislation be made providing for money to carry on the investigation and provide for compulsion of witnesses to attend and answer ipisetious, and to stato de finitely what the commission is to do and how far it shall go.
