Eugene Guard aATUKDAY.................-..... APRIL »7 BANKS AND BANKING. The Vancouver and Salem bank failures, eaeb cauting large ioeue- to depositors, will not make sur rounding communities lose confi dence in banks in general. Bank ers are human and in boom limes are as liable as the average cilixen to make miscalculations. That oaueed the downfall of the Van couver bank with the attendant tragedy and lueses to depositors. The man that takes money to * bank tor deposit must know that the banker will loan a reasonable proportion of that money; other wise be would not care to take the responsibility. Men will continue to deposit in banks for the simple reason that the money is safer there than in any other place they could leave it. And the loan« made by banks, as a rule, are safer than those made by individuals, with less res'iltsnt losses. w E want you __J to come to our store and make yourself at home. The visitor at the ocean beach this season stands a show of mak ing his expenses. Il depends on wheth-r or not he is handy with a ahot gun or other weapon of de struction. Along the beaches and bays there are fowls known as ehell drakes, oormorante and ehage. The modified gatne law ofl^rs a bounty of five oenls per head for their de struction. To secure the bounty, | the head of the fowl mint t>e cut oft with at least two inches of the neck, and the same, with an ironclad affidavit, must be preeented to a deputy game warden. All lh<se birds are deadly en-| emits of fish. The shag, in par ticular, dives in the deep, and us ing his wings as fins, shoots through water so swiftly that be oan, in a free tor all dash, overhaul and cap ture fish in the neighborhood. Councilman Roney has proper idea about crushed rock. He insists that a top dressing, at least, of finer rock be used. When placed on old gravel road-beds It would make a far better street if all the material was crushed fine. Eighth street is a fine example of poor street work. The orusbed rock is so ooarse that travel will not go on It. A dressing of finer material should bo given that street without delay. Mrs Nation and the three women who emashed two saloons at Wichi ta, Kansas, a few montbe ago, will not furnish new bonds but will plaoe the prosecution in the un pleasant position ot sending them to jail, else oonfeeeing inability to prosecute by releasing them on their own recognisance. Public sentiment would not tolerate their imprisonment. The women have the best of the situation. Along with our other responsibil ities in tbs Philippines we got twnptv five thousand lepers. It is iiropoaed to isolate them on one Island, the plan followed iu the Kaudwich Islands where they are confined on the island of Molokai. Those taken to Molokai leave all hope and ambitions behind. It is a living graveyard.
