Judg ment of non suit as per mandate of B. * VAISI. Tie« Frene* • W. ROT«! • • While Mlncbin followed the same line of thought, he lias a far different construction aud by some thought to be superior to Martyn. His whole fault, if there be one, was that of un consciously inculcating in his oration thoughts of the author, whose book he read. Writers are aware of this, a>.d it is not to their discredit. Minebin is a boy of 19 and , as others have been, was obliged to go to some bisik for reference as to tbe charac'er lie had selected as the subject of his cr tlon. The matter was referred to ttie com mittee of the State Oratorical Associa tion, but this committee finally de cided to let the dispute go before the new committee. It is understood that an attempt will be made to refuse Minchin the right of appearing as the Oregou representative in the inter state contest with Washington, but bis friends declurj this cannot be done, and that the charge of plagiatism can not he substantiated, as the McMinn ville oollege people have already stated their objections and they are In sufficient to sustain the charge. Teachers’ Examination. THE ANNUAL ENCAMPMENT. The annual encampment which oc curs in June, is already lieing talked of. A plan for the outing, proposed by someoue In Pcrtlaud, la thus: Tbe Portland companies to be formed lato one division aud the valley and South ern Oregon companies into another, each division to move against tbe other and meet perhaps near Salem, _ will establish thsir ____ where they lines and carry on a mlnlatur« warfare. Outposts, picket« and guards will be established, scouting parties formed and probably as a tilting end to the outings slistu battle will be fought. While thin plan would give the sol diers considerable practice In the work they wou'd have to do were they called upon to defend our natloe on the battlerteld, and would be a diversion from the old established peaceful en campment, it has not been decided what form the outing will take. A number of the members of the local soldiery are In favor of the above plan while some have expressed themselves as against It. WILL BEGIN MONDAY.
