4ft the pale faced ludiaus of Russia
They gave the Czar uo end of trouble
before they were brought into subjec-
uvu and allegiance to the government.
Wild and lawless as the Cossacks are
now. they are vastly better than they
u,ed to be. io gain their fealty the
Ciars absolved the Cossacks from taxa
tion and gave them a local tribal gov
ernment. subject only to the acknowl
edgment of the supreme power of tue
crown.
In turn the Coaaacka agreed to serve
as cavalry in time of war. By setting
the formidable Cossacks to tigtitlug the
various Asiatic and semi-Aslatle tribes
ot the Busaian frontier the Czar baa
been able to keep them loyal and util
ize their valor to conquer rebels aud ex
pand the empire.
In every European war In w hich the
Cossacks have figured history tells of
their brave deeds and also of their in
stinct for pillage and rapine. Contem
porary stories of Napoleon's march on
Moscow set forth, tirst, how bla vast
army of many nationalities ate the
country bare like locusts, then how the
Cossacks came, afterward, and cleaned
up everything the French had overlook
ed, regardless of the fact that they rob
bed the Czar's subjects, who bad al
ready lieen plundered.
There are no pale-faces In the world
like the Cossacks. They form a cohe
sive nationality wlthlu the Itusslau em
pire. Suppose that all the people In
Texas were Indians—men, women aud
children-and lived under their own tri
bal governments and were placated by
absolution of taxes. It would be some
thing like the relation of the Cossacks
to Kussia. It was only within a com
paratively recent period that Kussia
ceased from being in constant fear of
these tribes of plainsmen of the south
ern stepi>es. They were worae than
the American Indlaua, for they not only
regarded fighting as their profession,
but followed It with the white man’s
intelligence aud skill, combined with a
virile ferocity.
There is some doubt about the origin
of the Cossacks. From the dawn of his
tory the ¡ilains of southern Kussia in
Europe were trampled by successive
hordes of herdsmen who came lu from
Asia. Some were squat, yellow men
with slant eyes, no beard, and black,
coarse hair. They were more ferocious
than wild beasts, for they slew for the
fake of killing. These human wolves
seem to have been as hardy aud In
domitable as they were cruel and mur
derous. Others were red-haired, with
gray eyes, and spoke what Is called the
Finnish primal language. The original
people of Kussia seem to have been
Slavic, and It Is said that the race name,
Slav, meant literally slave—the slaves
of the formidable savage that rode in
•warms on small,.hardy horses.

The name Cossack Indicates tlielr orig

means literally, "roblier” or “maraud
er." In the Tartar language Cossack
means a mounted warrior or free lance.
