The Polk county court ha
declined" to take up the mutter
of maintaining a ferry at InJe-
penJence though the people
offer to turn over a ferry free of
debt and in running order to
the county. Through a mis
understanding the matter was
not presented to the Marion
county court this week. Why
the Polk county court cannot
see its way to grant the petition
of the people of this locality, is
not clear, nor does the court
furnish any reason for its action.
The travel and commerce be
tween the two counties has
grown to such proportions as to
require means of transportation
back and forth at public ex
pense. Folk county shouldered
nil enormous expense to help
put a bridge across the river at
Salem and it still bears a portion
of the burden of maintenance.
The county build3 bridges and
provides highways of commerce
in different portions of the
county. It maintains a credit
able court-bouse, with green
swards and cement sidewalks at
the county seat. The people of,
this locality take pride in all
these enterprises. They back
the court up in them and pay
their portion of the taxes.
Other neighbor counties provide
bridges and , ferries between
them and Polk and Marion do
at one point only, namely, Salem.-
The people of this part of
Polk and Marion do not ask
their respective counties to buy
a ferry, but merely maintain
one. Why the Polk county
court declines to do its share
has not been answered. To
give its reasons, is up to the
court. '
Free ferries, bridges, better
roads, improved transportation
service, more telephone con
nections, and public utilities
generally are receiving more at
tention in Oregon than ever be
fore. It's well 'tis so. It's a
good sign. It denotes progress
and prosperity. It is the mani
festation of a help-your-self
spirit that characterizes live
awake, up-to-date people. It is
evidence of public spirit and
civic oride that have been sadly
lacking in the past. People of
the Willamette Valley are actu
ally awakening to realize their
home is on one of earth's fa
vored spots, rich in resources
and productivity, with an equa
ble climate, and that this val
ley i3 theirs. It is capable of
wonderful development and, be
cause of past conservatism, of
rapid development, public spir
it, such as is now in evidence
among the people, will work
wonders for the Willamette Val
ley. That the time for the ad
vancement of Valley interests is
at hand is plainly apparent.
There are obstacles to contend
with, but every developed coun
try has experienced them.
There will be corporate greed,
machine politicians and the
fossil ideas to fight, but public
spirit will win out in the Wil
lamette Valley.
