last issue of this paper touched
upon the emoluments now re
ceived bv the incumbent of that
office. County School Superin
tendent Starr would have the
statement relative to his receipts
and the purpose of the bill
modified. After attentively lis
tening and carefully deliberat-
ing on the Superintendent s ver
sion of his practices, duties, in
tentions and deserts, the West
Side Enterprise fails to discover
grounds for a modification of
the statement favorable to the
County Superintendent. The
purpose of the bill placed in
: enator Loughary's hands was
to take $200 more annually out
of the county treasury and give
it to the office of county school
superintendent. It matters not
whether this extra 1200 be call
I slflrv" or "clerk hire." It's
all the same so far as the effect
on the county treasury is con
cerned. The same is true as to
charges for attending school
meetings or entertainments.
The Superintendent makes no
charges nor has made any for
attending school meetings, ; he
says. But, there are instances
he recalls in which be has re
ceived money for attending
school meetings or entertain
ments, but prefers to call it re
imbursement for expenses of
the trip, or something of that
kind. Such instances have
been reported to this paper.
The West Side Enterprise is
friendly to Superintendent Starr.
It has been a supporter of his
and is yet in his school work.
It will bold up his bands in
everv move to further the in
terests of the public schools of
Polk county. It will not, bow-
ever, follow him into fields of
rapacity for gain. Rather, it
would caution the County Su
perintendent against accepting
pay, re-imbursement or what
ever he chooses to call it from
the public school teachers who
necessarily make considerable
sacrifice in getting up their en
tertainments. With an allow'
ance of $200 for traveling ex
penses it is bad taste if not al
together wrong to permit a
teacher to contribute of his or
ber meager salary to pay or
re-imbur8e the County School
Superintendent for a visit. Fur
thermore, without any disposi
tion to criticise or point out de
fects in Superintendent Starr's
official work, the assertion is
made without fear of successful
contradiction that the present
salary is ample for the services
rendered. There is no demand
for a raise in the annual allow
ance for the county school su
perintendent and in this respect
Superintendent Starr is cau
tioned to let well enough alone.
Moderation in bills against the
county outside regular salary
and traveling expenses, which
have in times past caused the
county court to hesitate, is aLo
unceled. ,
The Albany Herald suggests
Oregon literature be adver
tised at the Lewis and UarK
Fair bv the circulation of some
such work as an effort at com
pilation by Trot J. B. Horner,
embodied in a booklet that the
Herald describes as excellent.
With all respect to Trof. Hor
ner, this paper demurs. If tho
literature of Oregon is to bo a
feature of tho Fair, and "Prof.
Hnrner's book is to be used as A
sample, the book should be re
vised, a great part of n inrow
ftutand the remainder put u
in a more attractive form. The
nornr compilation of course
contains Sam Simpson's -ueau-tiful
Willamette" which really
belonsrs with the classics. But
it also contains selections never
intended by their authors to be
held up as samples of Oregon
literature, and they are very
much out of place in a book
labeled "Literature."
In the House yesterday, Smith
of Josephine made a vigorous
fight against Normal appropri
ations and in tec minutes time
cut $18,000 off the allowance
granted by the Ways and Means
Committee. Upon his motion,
the Ashland, Drain and Mon
mouth school appropriations
were each cut down $0000. The
Monmouth appropriation first
passed when the House was
working as a committee of the
whole. Smith offered a motion
for reconsideration of the vote
whereby it passed. No voice
but that of Vawter's was raised
ap&iust it. The chair declared
the vote carried. No division
asked for. Vote for cutting off
$0000 was taken, vivo voce.
