Meals are no lonper served to convicts in their lonly cells at the state penitentiary. They all now -sit in a large com munity dining hall together and take their meals from" a table. Terched in one end of the large hall, locked in a steel cell with bars, sits a sharp-shooter with a repeating rifle. This ou nva tiou in prison life, while at a glance, may appear mere orna mentation may be made to serve as a powerful regulator of conduct and equalizer of appe tites. It is a guarantee against kickers at the hotel De James, a species of humanity common as bed-bugs at hotels of less rigorous discipline. If a man is dauncy about his eating, a glance at the man-killer in the cage will bring back his ap petite. If too ravenous, a look down the glittering gun barrel will be sufficient restraint. If complaint be . made that the soup is cold, the crack of a rifle will be warning that it i3 hot enough. Under the new arrange ment there is no use to wasta food that is on the road to de cay and economy may be plead ed in behalf of the dining room rules. The new system has its ad- vantages, oui iv i " it will not be generally adopted by hotels throughout the count ry. Landlord Stark has promised not to father any such dining room bill if elected to tho senate. FOLK COVXTV WMTE-Ur. The last issue -of the Rural Spirit is devoted to Tolk county which makes a very good show ing for the paper and the coun ty. It contains pictures of Inde pendence, Monmouth and Dallas befides some good pictures of the noted goats sheep and hogs raised in this county. A very good bop scene is also repro duced. The matter was prepar ed by Hon Tony Noltuer and the best part of it is its true. Troperly circulated the paper would be of value to this county. One statement deserves cor rection however. In an article attributed to Kirkputrick and Williams, the statement is made that hop land in Polk is hard to purchase and nells readily from $75 to 1100 an acre. Krebs Brothers thorough hep men recently purchased 640 acres near Independence at $3o an acre. Other good improved hop land can be had at the same price. Hop land and other ag ricultural land can be had at reasonable prices in Polk connty and more productive soil is not to be found. .The retention of Booth and Bridges as receiver and register at the Roseburg land office naturally does not leave a favorable impression with the public for the reason their relief was recommended by Secretary Hitchcock and his recommen dations have been followed in other cases. It is no doubt through the influence and per-j sistence of Senator R. A. Booth, brother of the receiver, that the secretary's recommendation did not prevail. The resignation of Receiver Booth as secretary of the big lumber company of which Senator Booth is presi dent, while intended for effect has the opposite to what was intended. The public knows Reiver Booth i a 'much in terested in the lumber company as ho ever was.
