gonlan In It Usue of July Vi.
j "By the nature of thlnK the Inltla
, tlve should be used for the aettloment
of question that are of general atate.
j Interest and question upon which the
people at large are capable of judg
ing.' It waa proir that the direct prl
I Diary-law be enacted under the Init
iative. The law could not have been
enactod in any other way. Legisla
ture eleoted under the old convention
ayBtem would never have passed the
direct primary law. It waa proper
that the corrupt practice act be en
acted under the Initiative and refer
endum. That law pertains to political
morality and the people were able to
Judge of the merits oT the law. It is
all right to settle the normal school
problem under the Initiative. The
legislature ba utterly failed to handle
the question.
"But the moat glaring abuse of the
Initiative Is on the part of those who
have proposed county division meas
ures. Eight bills have been filed ask
ing for the creation of new counties
or for the changing of boundary lines.
In each case 'the question involved Is
of a purely local nature; not of state
lu teres t. It will be "impossible for
the people of the state to Judge o.
these measures with intelligence. Ai'
division disputes should have been
held in abeyance pending the p-stug.
of a law calling for the suttiomeut o.
such disputes by the people directly
concerned. The county divisionlsU.
however, have refused to wait. They
have submitted their bills In hopes
the people will vote blindly for them.
They have abused the Initiative priv
ilege and they should be rebuked for
doing bo. Every oounty division bl!l
should be voted down. '. . ,
"Insist that the initiative be used
only when It may be invoked with
propriety."

They All Loe Out
When the liquor interests send out
men to represent their cause they ln
variably loose out. Col. Hofer for
awhile consented to debate with Dr.
Wilson but the liquor Interests of
Portland were disgusted with his
work. Ex-Mayor Rose campaigned the
state. An ex-saloon keeper and now
a wet advocate.of Dallas, said Rose
harmed the wet cause. Hon. A. S.
Ruth failed so terribly that two of
the wet attorneys of the county have
said that if the liquor interests send
many more such men the county will
surely go dry. Then there Is the oth
er Ananias posing a a representa
tive minister, Wm. A. Wasson. With
his bold effrontery he is doing much
damage to the wet side. The people
of Oregon are thinking seriously and
(.hey want the facts. To try to up
holster the wet side by false state
ments, jugglery of facts and" offense
prejudices does not satisfy the think
ing man.
