vision Schemer
Avowed olflee seekers seem to be
among those who ale promoting the
cause 01 county butchering in Oregon,
according to the Giants l'ass Obser
ver In its issue of July 2!t. Kutlier
luoru, tho people gnuerally have no
conception of local situations as af
fecting counties where the cry for
division Is henrd. Only about one In
ten voters would know what they
were voting for. Therefore, the boat
way Is to vote "No" to all of the
measures, urges the Observer:
"Two years ago the people voted to
form the new county of Hood Ulvor
out of a section of Wasco county. It
Is safe to say that 90 voters out of a
hundred had no acquaintance with the
conditions or geography of the county
they divided. The voters will be asked
next November to do a good deal more
of this kind of county butchurlng Peo
ple who are not at all acquainted with
the various territories, will be ttsked
to slice Crook county and make a new
county to be called Deschutes. It Is
proposed to carve up Lane and Doug
las counties, and constitute the three
new counties, Umpqua, Williams nnd
Nesmlth. Umatilla is prey for two
proposed new counties, Orchard and
Hudson. A piece of Grant county is
to be asked to make Clara county,
while Harney and Malheur may bu
clipped off a little to make room for
Otis. It Is really scandalous and only
possible under the Initiative. The
trouble Is that the performance la Just
commencing and It Is not easy to seo
where it will end. The best way, the
only right way, is to vote "No" to all
these local measures, of which tho
people as a whole have no Informa
tion. The Observer has no Idea of
the rights in any of these cases, but
believes they are just selfish schemes
to make little towns county capitals
and supply several good county offices
for the promoters."

Less than 300 voters in the dis

Multnomah county annexation peti
tion; GOO in the district nave signed
a remonstrance, practically all out
side the district are against annex
ation, yet you are called upon to vote
the addition of practically one-fourth
of Washington, one of the smallest
counties, to Multnomah, already the
wealthiest.most influential and power
ful. Voters of the state outside of
tho counties affected can know but
little of these county division meas
ures. We of Washington know noth
Ing of tho merits of those not affect
ing us, and believe such questions
should be left to counties affected.
Washington county cannot afford to
lose this territory and Multnomah
does not need it. We ask you to

lieves that the creation ot n new

legislature nud should not be submit
ted to a vote of the peop'n at large,
who cannot possibly have any Intelli
gent Idea of the demand for such pro
posed new counties; and are, therefore,
in no sense competent to vote upon
the measures. What does the average
voter of the northeastern part of tho
state know about the practicability or
wisdom of the clamor of the south
western portion of the state' for the
creation of a new county? - Certainly,
In the majority of cases, he would not
be able to cast an intelligent vole on
the proposition.
'The. submission to a vote of tho
people of the whole state of these var
ious county division schemes, there
fore, would seem hlglily impracticable,
If not unwise. Moreover, the success
of theso various division schemes
would establish a bad , precedent,
which might tend to retard the healthy
growth and reasonable prosperity of ,
many counties of the state.
"There are doubtless counties in
Oregon which should be divided into
two separate county divisions, but
these, the Herald believes, should be
taken care of by the legislature and
not voted upon by the people of the
state at large, Who cannot possibly
judge of the merits or wisdom of the
proposed division of a remote section
of the state, and in which the voters
at large can have no reasonable inter
est. "Many of the county schemes up for
consideration this fall are without
question ill-advised and prompted by
Impure motives, and the Herald sug
gests a negative vote on all county
measures as the most practical rem
edy for the present county division epidemic.
