St, Salem, Oregon 'I' i ' WOULD BLOCK "UNCLE SAM" Win. Rood, lit clinrBn of tho revet ment work on tho went bunk of the Willamette river Juhi below town, bun becu having some eXperlem e wilh furiu owner whoso property adjoins tho work. lie reports thai where he ha been compelled to enter enclos ure of some, of tho smaller tracts adjoining hi work attempt have been made to shut hlin out and that trespaaa notices have been pouted which have been nulled up to warn hi tu and hi workmen against enter ing or Ki'ii'K through the premises. Mr. Heed saj s that he I of the opinion that the parties who are at teuiptlim to obstruct the work of I n clo Sain are iKtiorutit of the extrem ity to which they may force the au thorities If they pemlitt in puttliu 'b Blades in the way of the ork of re vetments. Ho tell of the case of a man at Corvallla who undertook to Interfere with Kovernmeut work of a similar character. The obstructor was promptly arrested and Incarcer ated until the men In charge of gov ernment "improvement had finished their work. The work here as mapped out by Mr. Heed will be only In the nature of repairs. SomethliiK like a hundred feet of these Improvements are to he made. The condition of the revet ments Is bad and unless this work be done this year a ' hu sie pan of tho work already done will surely no out during the next liiKh water. Mr. Reed Is of tile opinion that he will be able to do a little more than repair the revetments already made. It is his intention to extend the works ns far as the appropriation will allow. It Is hoped that an additional appro priation cftu be secured to extend the revetments. The contract for the rock to be used in the revetments was awarded to J. L. Hatnia and will consist of three or four hundred yards for the work In hand. In carrying on the work Mr. Reed has with him nine men. As soon as the rock.for the work UokIiis to ar: rive the force will be increased to about double that number. ' For the Information of several men of Independence who have enquired of the Enterprise as to who Is In charge of the government works on the Willamette river it Is well to state here that the work In the dis trict In which the upper Willamette river is located is in charge of Major J. T. Mclndoe of Portland. Major Mc Indoe recently superseded Arthur Hedley who has been transferred to another department.
