It la proposed through Senator Uourne's bill to open thla area to seitleiuenL It la estimated that thla area of land will furnlbh entries for 60,000 homesteaders. Senator Bourne states In his letter that these lands are not such that a man would wish to make his home upon for twelve months of the year but under the new law he would be given aa opportunity to ac quire a tract of 320 acres without ac tual resid.-nce thereon and without actually cultivating it in the true -ense of the word, but it would be merely a gift from tha government. He says that under thj 320-acre homestead act, the bill for which he now has under preparation, a family can reside In any town in Oregon where their children can have the benefit of good schools and all mem bers of the family church privileges and social advantages and at the same time comply with the law re garding cultivation and thus secure title to the land. Now he says there -would be no opportunity for fraud be cause the bill will require that an nual proof, must be submitted showing " amount of land cultivated, its char acter and quality, and value of crops reduced. Senator Bourne Is evidently labor ing under the impression that this larsa area of non Irrlsable laud should bo confiscated, that people who art not willing to brave hard ahlpa of pioneering, auch aa haa been the experience of the homesteade of the paat, should be allowed to take up these landa without any luconvt'i ience to themselves. Such are the views of the Independence Enterprise regarding his proposed leg islatlon.
