In honor of their son Carl and hi bride, was one of the most auapleioua occasions of IU kind ever held In Independence. The re ception, which waa thoroughlr Inform al, came as a complete aurprlae to Carl. Friends who gathered to do houor Jto the occasion virtually took posses sion of the perclval horn and the' friends of W. W. and family are le gion. They came and came and came. They seemed to vis with each other who would be first there. Many who were unavoidably detained early lt the evening came later, and not un til after 10 o'clock could It be said that the friends were all gathered in As crowded as was the home, one might go over the town with a fine tooth comb and find no one who did not thoroughly enjoy themselves. It was a feast of enjoyment. And was so delightfully informal, too. There was no burden of ceremonies. Ev erybody was made welcome and put at ease as only the Perclvals know how. The bride, dressed in a beauti ful princess gown, looked charming indeed and after meeting her it bs gan to dawn on people that there was a reason why Carl went so far away to find a bride. Here again, is where something of old W. W. crops out In the son nothing but the finest goes with hini. ' ' Had they ever anticipated the many guests who early determined to be present and who were there it certainly would have set the Percl vals wondering what they would ever do with them all. But they took care of them as neatly as a mother hen does a brood of little chicks. From a parlor of the Perclval home the Independence orchestra dispersed sweet music. musical organization was In his best form and tune and delighted audience, which never thought of growing tired of listening. the banauet. con- sistinc of everything imaginable tickle the palate. In the preparation of this Fritz Webber presided and did himself proud. The menu ran the gamut of the season. After the banquet the dining room was cleared and old and young Joined in trinnini? thfi licht fantastic. Many with rheumatic Joints heard the call of tunes of olden times and respond ed to reels and Jigs with the enthu siasm of youth. God "before the evil day come." The scandals which w re circulated early In the week concerning Rev. and Mrs. George W. Taylor have been cleared up by the ministers of this city and it is expected that the effect will tend to rebound to the Interest of the work. The general health of the inhab itants of the city is very good, but I desire to call your attention to the following condition: Stagnant pools of water in various portions of the city are common; septic tanks and other cesspools discharge, in some instances, into open ditches with very poor conditions of drainage, while the city is woefully lacking In any ade quate system of drainage whatever. This condition is a constant menace n the health of the city and a per petual offence to the nostrils of de cency and cannot but serve to render -ociHoneo in our city less desirable than it should be. As the first step i to the betterment of these conditions I would recommend the installalion of an adequate system of sewers for the city. The council for 1008 had 'a survey made of the city with a view of putting in such a system and had plans and specifications drawn for same. I desire to recommend for your consideration these plans and "specifications and that you im mediately take steps toward carry ing the same into execution.
