It la claimed that'the purchase of the ditch and uncompleted tunnel and other rights for the Klamath Ca nal Co., for $150,000, was entirely un warranted. This purchase was the key to the entire project. The value of the com pany's right was fully understood ly Secretary Hitchcock and by the peo ple upon the project.
