to recover from Oscar Huber, a con
tractor engaged In th construction of
state roads, royalties for the use of
bltbullthls, which, It Is alleged, 1 a
patented pavement of the Warren com
pany, according u Koy Klein, secre
tary of the state highway department.
A decision In this case, it Is said
will affect all patent pavement laid
In Oregon sine March 1, 1919.
Th Oregon statutes plainly provide
(or open and closed seasons for com-merclaL-flshing
on th Rogue river
and any attempt of the state fish and
game commission to abrogate or sus
pend these laws In compliance with an
agreement entered Into betwen the
Macleay Estate company, the Rogue
River Fish and Game Protective asso
ciation of Medford, the Ashland Fish
and Game Protective aasoclation and
other kindred organisations ot south
ern Oregon would be Invalid, according
to a written opinion by Attorney-General
Brown.
. A recent" ruling of the state land
board requiring persons removing sand
aad gravel from navigable streams in
Oregon to. pay a minimum of 10 cents
a cubic yard confronts th state high
way commission with a situation which
will add approximately 10 per cent
to th cost of these materials pur
chased, for road construction.

NO INCREASE IK AUTO LICENSE FEES

Keep these three facto in mind. The present auto license fees and
gasoline tax will pay both the principal and interest on all the bonds
under this amendment, and will yie! . an annual surplus besides for other
state highway workv $o additional taxation of any kind.
FEDERAL FUNDS MUST BE MATCHED
Oregon must have sufficient Highway Funds to match Federal apportion,
mentt or Oregon cannot get the benefit of Federal money for Oregon Roads.
Increasing thin constitutional limit is a necessity. L'nien limit is increased,
cither state roads cannot be completed for many, many years, or must be finished
by direct property taxation. This measure avert direct property tax for state
highways and makes early completion possible. Let's get the road built now.
