The legislature, having climbed
up the hill by passing the measure
to have Oregon canned fruit sold
under an Oregon instead of a Cali
fornia label, almost developed a
case of cold feet and climbed back
down the hill by reconsidering the
bill. It is true that the name "Cal
ifornia has a commercial value. A
glamour derived possibly from sto
ries of its big trees and its golden
sands attaches an added attraction
to everything connected with the
state's name. California peaches
and apricots may be smaller in size,
lacking in flavor when compared
with the fruit they raise in Michi
gan or New Jersey, but when
placed in a can encased in a glow
ing lithograph and bearing the mag
ical word "California" it commands
a higher market -price. Oregon
people may be unduly suspicious in
imagining that a great deal of Cali
fornia credit has been obtained
from Oregon iruit but at any rate
they are inspired by honest motives
in making a move that shall cause
the merit of the products of the
state to rest on its own fair fame
md reputation.
Under the title of "Theorists
Take a Hand," the Christian Sci-

America's prestige la at stake in
the coming Victory Liberty Loan. The
eyes of the world are fixed upon us.
The nations of the world are going to
rate us on this last effort It Is right
that they should Judge us, not by
what we do la the heat of the strug
gle, but by our condition after the
fight
One of the best guarantees of world
peace for years to come would be the
successful flotation of the Victory Lib
erty Loan for five or six billion dol
lars. Even a combination ot powers
Inclined to -start another war would
hesitate In the face of such a display
of tremendous national strength.
Every man who buys a Victory Lib
erty Bond next April, moreover, will
be adding to the determination with
which America speaks at the Peace
Conference. There are undoubtedly
going to be many moments during that
Conference when every whit of the
power of the United States will be
needed to shape into actualities those
ideals for which we entered the world
struggle.
Let the cables carry Into the Qual
d'Orsay this message:
"America has oversubscribed her
Fifth Liberty Loan by more than
billion dollars."

or Suffer Penalty.
"Pon't wait until the final due date,
March Win, for paying your Income
Tax and making your return. Avoid
the last minute rush. Any person can
figure out his liability today as well as
he can next week, and If there la any
point on which he needs advice he can
now get In touch with a Hevenu man."
This word of advice Is being given
out by the Internal Revenue men who
are collecting the income Tux In this
state. Kvery aid and asslntanee Is
being given freely to the public. En
larged Held forces are helping the peo
ple in every way possible to get their
payments and their returns In by
March fifteenth.
But the Income Tax men will not
pull your door bell or your coat-tnlls,
according to Hie Collector's announce
ment. It Is squarely P to every Indi
vidual to figure out his own rase and
to get busy if he comes within the
scope of the new Revenue law.

during 191S and every married couple
who jointly received Income averaging

from the nearest Deputy Collector or
the nearest bank a blank Form 1040 A.
That form contains the Information he
will need to enable htm to figure his
correct net income and any tax that he
owes the Government.
The law requires that every unmar
ried person who had a net Income of
$1,000 or over and every married per
son whose net Income waa $2,000 or
over (Including the Income of husband
or wife, and the earnings of minor
children, if any) must moke a return
on or before March 15th. And this re
qulrement does not hinge on whether
the person owes a tax.
, Taxable Income.
An Individual must Include under
gross Income all gains, profits and In
come derived from salaries, wages, or
compensation for personal service of
whatever kind and In whatever form
paid, or from professions, vocations,
business, sales or dealings In property
ot all kinds, Interest, rent dividends,
or profits derived from any source
whatever. Very few Items of Income
are exempt
Deductions Include ordinary and nec
essary business expenses. Interest paid
or accrued on Indebtedness, taxes of
all kinds except Federal Income and
excess profits taxes and assessments
for local benefits, losses actually sus
tained, debts ascertained to be worth
less, and depreciation on buildings, ma
chinery, fixtures, etc., used In business.
A further deduction Is allowed for con
tributions to corporations operated for
religious, charitable, scientific or edu
cational purposes or for the prevention
of cruelty to children or animals to an
amount not exceeding 15 per cent of
the taxpayer's net Income as computed
without the benefit of the confibutlon
deduction.
The taxpayer Is not allowed to de
duct any personal, living or family ex
pense, any amount spent for Improving
property, or any expense of restoring
property or making good Its exhaus
tion for which an allowance I claimed
under depreciation.

This Is a time for straight thinking

For Instance In regard to the Vic
tory Liberty Loan and these fellows
who thumb their vests, frown wisely,
and say "Let the banks do It. They
are bursting with money." Thoy are
talklug drivel. It sounds fine but It
isn't good sense. Nor Is It good
economics, which amounts to the same
thing.
If the government thought It was
wise to "let the banks do It," the gov
ernment would let them do It. There
would be no Victory Liberty Loan In
the popular sense. But the govern
ment knows better than to let the
bonks do It.
This Is the period of reconstruction
right now. It is a period ot many
possibilities economically. One possi
bility Is Industrial depression. One
preventative of Industrial depression
is plenty of money at favorable rates
ot interest to stimulate private enter
prise. That means our banks must
not be clogged with government se
curities. It means that we can't af
ford to "let the banks do It." ' The
people must do It do It from their
earnings, present and future,
