Soon the primary election will
be on. After that comes the
general election ami then comes
the gathering of the State legi
i .
lature. it is the latter meeting
and its purpose that we wish to
speak of. While there are ex
ceptions to this thought, we
gather from precedence that the
average legislator takes his
journey to Salem intent upon
the amount of legislation he can
help enact rather than the per
fection of existing laws and their
intiuence upon the welfare of
the commonwealth.
We need laws for our individ
ual protection and common good
so that we may not trample upon
each others rights, but it is not
in the multiplicity of enactments
that we shall find the most bene
fit, but in the perfection of those
we do enact, hence we need
guards to look after our inter
ests more than we do men to
penetrate the labyrinths of
thought for the purpose of en
acting new schemes into law.
A Triumph For Science
General Gorgas is sharing
with Colonel Goethals the honor
for the triumph at Panama. It
was General Gorgas who drove
yellow fever from the canal zone,
who made it a place as healthy
as any spot in the states, who
made it possible for a workman
to work unmenaced bv disease
that came upon a man suddenly
and as suddenly slew him
Gorgas deserves as high tribute
as Goethals.
Just as Goethals has given as
surance that there are few pro
jects in tne way ot engineering
which may not be attempted
uow, so Gorgas has driven away
the bugbear of climate. He ha
proved that the white man
properly protected, can flourish
in the tropics, do a strong man's
work and pursue happiness witl
the vigor of pursuit in the tern

are most to be feared under the
equator are not wild beasts and
a hot sun, but insect pests which
