factory are men of families who

too, have to come through.
Whilst he calls attention to a
specific case with which he
happens to be familiar he says
that observation has taught him
that the practice is quite general.
At the bottom of it theie is a
note of coercion which threatens
loss of position in case the indi
vidual solicited fails to pay over
the assessment. ''How cruel this
rotten system!" he says '"How
beastly! An honest person could
not accept a present from such
a source and the owners, direc
tors and officials of a concern
which permits such 'Christmas
gifts' cannot be decent."
There is an indignant ring to
ail of this that strongly appeals
to every right thinking man. If
such things go on in Portland
we hope this will reach the
proper eye and have the effect
of heading off a species of Christ
mas blackmail which decent men
everywhere must warmly and
indignantly disapprove. Port

Indiana, Illinois, West Vir
ginia and South Carolina, to
gether with several other states,
have joined in with New York,
making eleven states in all, that
will work together to limit un
desirable immigration. The ob
ject surely is a worthy one; this
country can produce enough of
that class without importing
any. However, the undesirable
class is not composed of those
who labor for their sustenance,
but of those who prey upon so
ciety and tax labor to the star
vation point; the criminal class,
whether composed of legal or
common criminals, is undesira
ble to upright citizens.

strikingly like a great many men

sadly deranged at divers and
sundry bars scattered up and

had the effect of keeping the
Roosevelt electors off the ticket,
so we find that it is not always
safe to publish what great men
say. It is intimated that Roose
velt wiU also receive the atten
tion of the judiciary of the same
state if he will come within the
conlines of Idaho, and prominent
progressives have written him
urging Kim to make the venture.

Notice is hereby niven to all whom it
may concern that the Common Council
of the city of Monmouth, I'olk County,
Oregon, has appointed W. U. Coulter,
G. T. Hoothby and I,. C. Fisk to view
out and assess damaged and beiiellta to
property owners effected by the creation
of a street, thirty feet wide, from the
county road, near the Monmouth Cream
ery plant, West across the property of
the Monmouth Creamery company, ami
the riht of way of the Southern l'ueilic
company, to the west side thereof, to
wit: A strip HO feet wide through said
properties as marked on the plat made
by Surveyor L. Ground and on tile in
the City Recorder's oflice, and that
said viewers will meet at the city hall,
in the city of Monmouth, December 21,
1912, at 9 o'clock a. m., and proceed to
view out ami assess Huch damages as
by law provided,
