Notices have been posted an
nouncing a special election to be
heM soon in order to give tbe
people a chance to vote on the
question of amending tbe charter
to provide for tbe bonding of the
city for $20,000 or less should it
become necessary to do so. This
should carry without a dissent
ing vote for it gives us a chance
to help ourselves. No commun
ity is able to make the necessary
improvements it should have
and pay for them out of current
funds. This is out of the ques
tion and there must be some way
provided whereby these neces
sary improvements can be had.
Tbe simplest method so far em
ployed is tbe issuance of bonds.
As no one but the General Gov
ernment has tbe power to coin
money, it is up to corporations
or municipalities to resort tooth,
er means to procure funds. We
have it from competent author
ity that a water and light plant
can be put in for considerably
less than 20,000 and that it can
be run for a maximum of $200
per month, paying for labor and
all other expenses. As this town
is now paying more than that
sum for light alone it stands to
reason that the light bill will pay
the necessary running expenses
of both plants. It is also believ
able that if we had a home own
ed plant that there would be
more people take lights than are
now doing. The above estimate
covers the expense of running
not less than a dozen arc lights,
which we are not now getting
and which would at the present
rates cost the city $72 a month.
These would be free and the add
ed prestige to the town would be
more than $100 a month. At
this rate there would be all the
income from the water plant as
profit and which could be set a
side to pay the interest on the
bonds and to create a sinking
fund to pay off the bonds at the
end of, say twenty years. We
are fully persuaded that the sum
of $20,000 will be sutliciei.t to
put in a good water and light
system and also a septic tank
system, which would give us the
most sanitary town of its size in
the state. Kvery progressive
man in the city should boost for
the amendment.
The republicans (?) of Port
land have nominated Joe Simon
for the nomination for Mayor,
that is to say a lot of machine
politicians got together and
agreed to place his name before
the people as the candidate for
the republican nomination at
the primary election. There
may be others who will object to
him and the real republicans
may put up a better man. The
machine wing of the republican
party caused the election of
Mayor Lane and it is possible
jhey may elect another demo
cratic mayor. It is said that
Mayor Lane is pluming himself
for the nomination for governor
next year and if so he will stand
a very good chance for election.
Governor Benson being a repub
lican it is now time for another
democratic governor in order to
preserve the regular order of
things in this state, as we have
had a half and half adininstra
tion, or in other words half the
governors of the state have been
democrats and half republicans.

should be taxed.

There is no place for the man
who lives in the squabbles of the
past.
Perhaps the man who pardons
another is a fool or rogue I real
ly do not know.
The best result of oratory is,
that it reveals a man's ignorance
to himself.
Nature intended that we should
all be poor, that we should earn
our daily bread every day.
High aims are good things, and
like the mariners, we should steer
our course by the stars.
Boys grow to men at least
some do, and trust it will not be
denied that all men were once
boys.
To carry a responsibility gives
a sense of power.
I would like to see a university
devoted to turning out safe men
instead of merely clever ones.
To own the thing is little to
create it is much.
Something AH Should Know.
That we have cheap freight
rates to Portland; that we can go
to Portland in the morning, trans
act a days business there, and
back the same day. We have an
unlimited market for all the pro
ducts of the farm, dairy and poul
try yard. We have just as good
facilities for selling our products
as those paying $400 an acre for
land near Portland. We have
just as good school, society and
church privileges as any town on
the coast. Our soil is unsurpass
ed for fertility by any in the state
and th price of land is but a
fraction of what it is almost any
where else in the west. Climatic
conditions are at their best and
the general health of the commun
ity is attested by the fact that
there are more old people living
in Polk county than any like area
in any country in the west, or
elsewhere. Make these facts
known to all your friends in the
east and spread the news abroad
among the people coming west
Let the newcomers know that we
have all these advantages and it
will be but a short time before
the county is settled with a pros
perous and thrifty lot of immi
grants and we will reap the benefits.
