THE THAW VINDICATION Although the Commission appoint ed to confer and bring in a report as to whether Harry Thaw was insane, have reported that Harry is not in sane at present and that in their opinion it' would lie all right to allow him to give bail anil he at liberty. Judge Aldrich of the Federal Court refuses to consider the matter until the decision is made on the habeas corpus proceedings now pending for which briefs must be tiled before January 2(ith. This is rather hard on Hai ry who is reported as having made all arrange ments to have a much needed vacation and enjoy the privileges of freedom. The free use of tainted money has been the cause, it. is contended, by both sides in this controversy, of the long continued fight. It takes a large amount of money to find out legally whether a man who, when insane, kills his man, has a right to make his escape from an asylum if he became sane and not, be returned, but given his liberty in another state. There has probably never been a case where a more bitter tight has been waged from both sides and where the public sentiment has lieen more divided. If Harry regains his liberty and wishes to recuperate his fortune, he will more than likely appear in the vaudeville circuit as a much abused and persecnii 1 man. for the unemployed men who marched to Salem. Your attention is directed to the following changes made by the 1913 Session Laws relative to the payment of taxes: The County Treasurer is made col lector of taxes until they become de- nquent on and- after delinquency the Sheriff is niacle collector thereof. Taxes legally levied shall be paid before the 1st day of April ; provided that one-half the tax on any particu lar piece of property may be paid before April 1st and the nemaiinn; half of such tax be paid prior to the 1st day of September following. On such second half, however, the penal ty of one cent per month is added af ter April 1st. No rebate is allowed. On all taxes unpaid on and after April 1st a pen alty of one per cent per month is added. All taxes remaining unpaid on the 1st day of September shall become delinquent) and there shall be charged and collected a penalty of 10 per cent and interest at the rate of 12 per cent per annum from date of delinquency until payment is made. On and after October 1st the Sheriff shall issue certificates of delinquency bearing interest at the rate of 15 per cent. Tax rolls will be in the hands of Treasurer for collection of taxes on or about February 12th. Definite announcement will, be made later. Captain Aubry of the French army accomplished a complete somersnult while aboard an aeroplane high above the earth.
