NOT THE FARMER.
The argument bo often heard now
adays to the effect that the farmer is
responsible for the high cost of living
Is effectually answered by Oeorge A.
Dorrls, a well-known professional
man and a close, student of social and
economic problems. Mr. Dorrls clearly
points out the fact that little of the
farmer's produce Is sold direct to the
consumer and that the farmer usually
must accept not the price he sets on
his product, but the price the middle
man Is willing to pay. Mr. DorrlB says
in part:
"It Is not strange to me that there
should be such a great range of dif
ference between the price paid to the
producer of the raw material and the
price paid by the consumer of the fin
ished product, and that there Is a gen
eral wall by the consumers throughout
the land that prices are too high. Such
conditions are but the logical out
come of our modern business methods.
To explain in detail how this Is so Is
beyond the scope of a short article.
can only briefly call attention to a few
of the salient points, bearing in mind
that In many cases there are excep
tlons and in some other cases only oc
casional apparent exceptions.
"The cause of the higher price of
living Is due to a combination of con
ditions, each having relation to other
conditions, and each having Its effect
on the general subject of profits.
"I will call attention to a few. of
these causes. The first Is under produc
tion. Necessarily when there Is not
enough produced to satisfy the nor
mal demands of the people, prices
rise, and the producers In such cases
usually name the price and make fair
profits. But such cases In this country
are only spasmodic, usually speedily
corrected, and normal conditions are
soon restored. Meat Is an example
now, and the high price of meat is in
part, though not wholly, due to Its
shortage. Now, because the price of
cattle and hogs Is high, we should not
be deluded by the belief that It Is the
farmer who Is responsible for all our
troubles. In rare cases is he getting
more than an equitable profit for the
energy expended. It is true he is now
making a fairly decent living, but In
most cases he gets for his produce not
the price he sets on it, but the price
the middle man Is willing to pay, and
In very few cases does he get for his
one crop a year as muchproflt as the
middle man gets out of It In a few
days.
"Farmers In the aggregate are rich,
mostly in lands, but as Individuals
comparatively few of them are saving
any great amount of money, from the
sale of their products. They, too, have
their gretevancea and are the victims of
the rapacity of others, which makes
It necessary for them to get more for
their products than formerly. Those
who claim the farmer is the sole cause
for the higher cost of living do so
from Ignorance of the facts or from a
motive to distract attention from
themselves.

years to raise, for $40, and sells It for
$100 in a day, and the milliner, who
buys a jay bird's wing for 10c and sells
It for $7.00, there seems to be a sort of
legitimate piracy In the form of ex
orbitant profits.
"We all know it, and are Its victims.
Many of us practice It Many of those
who don't, would If they could, and
the probabilities are we will continue
to submit to It We could get relief If
we would, but the chances are we
won't The interests are too strongly
Intrenched, and the people are too
easily hoodooed.
"The tariff, with all the special prlv
lieges It gives. Is here to stay. While
a few of the trusts are apparently at
bay, they are so successfully engaging
the attention of the courts of the gov
ernment that the other trusts can car
ry on their piracies without fear of
molestion. The labor unions are be
coming more powerful and insolent,
and about as odious as the tariff and
the trusts, of whom they are the legit
imate offspring. Relief does not seem
near at hand."
ANOTHER FOOL LAW.
Attorney-General Crawford has pro
mulgated the opinion that under i
law enacted by the last Legislature
Oregon newspapers cannot publish
any matter favorable to the claims of
any candidate for office, or In the in
terest of any pending measure, with
out the same is marked plainly as an
advertisement, and contains the name
and address of the party responsible
for it. This is a rank attempt to
abridge the rights of the press; and
of all the fool legislation enacted in
Oregon of late years It is the worst
The publisher of the Guard owns
this paper, and Is responsible for what
appears in its columns. He thinks he
has a right to say what shall be print
ed In it, and how it shall be marked
or designated, if at all, amenable only
to the libel laws for criminal prosecu
tion or damage suits should he slan
der an Individual; If the course of this
paper should not suit the community
they do not have to extend their pat
ronage for its support. But we dispute
the right of the State of Oregon to
lay down rules for the conduct of the
paper, thus establishing a censorship
over it It is an Infringement of the
rights of the press that no sane court
would sustain for a moment. This cen
sorship of the press Is, we understand,
another of the many brilliant reform
Ideas emanating from the over-worked
brain of the Oregon City statesman,
U'Ren. Eugene Guard.
"Another and the chief cause for the
higher cost of living Is combination
having as its purpose the destruction
of business competition. A protective
tariff equal to the difference between
the labor cost of production In this
and other countries Is not particular!)
objectionable. But a higher rate of
duty la almost without exception tak
en advantage of by those producing
the protected article, for their own
private enrichment. Being se.n.re from
competition from other countries those
engaged In the protected Industries,
combine to limit production and In
crease the price under the plan known
as trusts. So successful were their
plans, so easy of operation, and so
gigantic were the fortunes built up
thereunder, that gradually other pro
ducing Interests combined on the same
general lines, for the same purposes
to destroy healthy competition, and In
sure greater profits. Then following
the example set by their employers,
labor also organised, on the same
plan, less work and mora pay.
"Each protected Industry and each
trust, and each combination and each
labor union levies tribute on each of
the others In so far as the others have
us for their special product with the
natural result that the finished article
now actually costs the producer more
than formerly. But we hear only lit
tie serious complaint from these. In
order to rest secure In their own ad
vantages, they submit to the exactions
of the others who are bleeding them,
realising that the added coat together
with a handsome profit thereon will be
returned to them by the consumer of
the finished product, the man who
stands at the end of the line. And he.
having so trust or tariff protected ar
ticle to sell, and being In no combine,
has no means of recouping his loss by
himself becoming aa extortionist, and
ha It is who Is sending up the wail
against ths high cost of living.

Republicans will hold assembly to
recommend candidates for nomina
tion. These candidates may win at the
primary, and then the nominations
will go to the general election, for ap
proval or rejection.
What harm, or wrong, or Impropri
ety, n this course? None whatever.
The political action of every citizen
will still be open and free. Every man
can do just as he pleases. He can vote
for the assembly candidates at the prl
mary or at the election, or against
them.
The assembly Is a method of or
ganization and concentration without
which no political party can exist.
Democrats as well as Republicans will
hold assemblies to recommend candi
dates. Democrats have done It here
tofore, and will again; but their as
semblies have been composed of small
cliques, whose candidates have been
nominated, us heretofore shown
right down the line, and for the most
mportant offices elected by help of
Republican votes.
Republican assembly Is to be an ef
fort to make the Republican party in
Oregon stand for something and give
It a chance to win. The assembly will
suggest candidates that only; and
they who don't want to vote for these
candidates can't be made to do so.
Nobody moreover will try to compel
them. Then what's the use to scream?
Free country this Is. They who want
no assembly or Its candidates, who
want no party organization, or effort
to concentrate for effective party ac
tion, needn't have It But Just as soon
aa any of this description may. obtain
nomination from a plurality faction
by denunciation of party organization
and assembly, they will claim the sup.
port of all party men and think organ.
