House Passes Bill.
House Bill 42, by Representatives
Jones and Hawley, of Polk county,
iocreasiog tbe salary of tbe County
School Superintendent, was passed
in tbe House of liepresentatlves
over the governor'3 veto Monday with
only four dissenting votes. In return
ing H. B. 42, increasing tbe salary of
the Polk County School Superintend
ent from $1000 to $1200, the governor
declared it to be against sound public
policy to increase the salaries of offi
cials during their incumbency. He
said the increase was small iu this in
stance and doubtless well deseived,
and if it were the only bill of the kind
offered for his consideration, he would
sign it. He believed that a law should
be made vesting the power of inereas
incrthe salaries of county officers iu
the county courts. Ilir leault on con

the speeches of Speaker McArtbur
and other representatives in its favor.

The effect an anti-Statement law
upon candidates for legislative office
would be much the same as a prohibi
tion law is supposed to have upon in
curable drunkards it would oblige
him to leave a bad thins alone tbe
wiles of which he has not himself suf
ficient will power to resist.
In the attitude of the citizens of the
Cuited States toward our "little brown
brother," the Jap, it seems a difficult
matter to strike a "just mean" of
opinion. Distance and perhaps the
lesser threat of immediate industrial
competition seems to lend enchant
ment to the view, as far as the dwell
ers on the Atlantic Coast are con
cerned, while on the Pacific Coast,
where white and brown labor must of
necessity meet in close competition in
some lines, the feeling against the
little brown men from overseas waxes
so warm that a trifling incident is
sufficient to start all manner of ab
surd rumors of war. Both attitudes
are radical, but it is probable that if
the radicals on the two extreme views
of the question can be held in leash
for a few years more, conditions in
Japan Itself, calling its citizens home
in continually Increasing numbers
will work a safe solution of the pro
blem without their interference.
