The December issue of The Courier,
published by the students of the Moo
mouth State Xorrual School, breathes
the true college spirit anJ is highly
creditable to the students who con
tributed to the work of its preparation.
The city of Salem is after mountain
water and intends to have it. A wise
move and one that should have been
made long ago. Practically all of the
cities up and dowo the length of the
Willamette Valley are so situated that
pure mountain water can be secured
at a very nominal cost and there is no
good reason why any of them should
be without it.
No body of public officers can carry
on an extensive improvement project
without meeting with much adverse
aud frequently, unjust criticism and
the City Council of Dallas is no
exception to the rule. Much of this
adverse criticism is founded upon
unfamiliarity with the real facts.
Every story has two sides and if both
sides of the story are told and listened
to the adherents of both may be
lead to alter materially the views that
have been held before. To those who
have been inclined to oppose the City
Council In its recent work of street
improvement (and they are fortunately
few) the figures and facts on the sub
ject submitted by Mayor Muir and
published elsewhere in this issue, will
be of intorest and may perhaps be
productive of u more charitable con
sideration of the subject than hereto
fore accorded.
In the effort which is to bo made at
the next session of the Legislature to
secure the passago of a law to place a
bounty on the scalps of cougars, wild
cats and other "varmints," the stock
miser.-) of Oregon and the sportsmen
should meet on common grouud.
Within the past few years the damage
to herds of sheep and cattle in this
state, from the inroads of wild iinimals
has bocn enormous, while the deple
tion of the gamo supply, due to the
same caune,eiin scarcely be estimated.
Oregon's line gamo is being dimin
ished with such rapidity thut the dif
ference can bo readily detected from
yeurtoyear. A part of this may bo
duo to unlawful hunting it is true,
but the major part of the slaughter is
due to the increasing number of beasts
of prey, (loth the stockraisers in the
timbered districts where these crea
tures abound, and the huntsmen
throughout the state aro now prepar
ing to institute an unrelenting war
faro upon tho do.-itruetivo beasts anil
It is to be hoped that their efforts will
be successful.
Postal clerks and storekeepers
driven all day under the pressure of
the "eleventh hour" Christmas busi
ness may have had something to say
about the rush, but the person who
really bad the best license to complain
(but he never said a word) was Santa
Claus, the patron Baintof thehustling,
bustling season of good will to meu.
The reverend saint must have been
absolutely tireless and possessed of at :
least a triple personality, for nothing
else can adequately explain the almost
miraculons feats which he p -rformed
in his annual mission of dispensing
Christmas cheer throughout the letgth
I and breadth of the world. In Dallas
alone, he is on record as having made
at least three simultaneous appear
ances in widely separated places,
while rumors are afloat of several
other appearances in private homes.
If his record in other cities was sus
tained proportionately, he is either the

sod, or else there may be some found
ation to the oft recurring doubts of j
childhood as to whether he is real or a !
brother creature to the fable i sea ser-
pent.
The ministrations of the gentle
saint began Thursday afternoon in
the public school rooms even before
the "eleventh hour" shoppers had
fairly started their raid upon the long
suffering merchants of the city. The
work at the schools was, however,
delegated to the teachers, the saint
apparently reserving his best energies
for the supreme effort in the evening.
Short Christmas programs were given
by the pupils of the various grades
and the exercises were closed with a
wholesale distribution of candies, n uts
and other Christmas dainties to all. I
In the evening the tour of the ;
Churches of the city was begun and
there was where the jolly saint who
presides over the holiday began to
show up In his best form.
At the Methodist church he appeared
in the leading role in a beautiful little
Christmas cantata, "Santa Claus'
Cure," given by the members of the
Sunday School. After its close, the
big fir trees that flanked the stage
were stripped of their load of Christmas
fruit and the evening ended in the
joyous distribution of gifts.
Unable in his rush, to stop at the
Evungelical church, ho left a well
laden tree with his best regards and
after an appropriate program, certain
of his deputies attended to the gather
ing of the burden of gifts from the
laden branches.
At the Presbyterian Church lie came
down the chimney of a specially pre
pared log cabin in a truly dramatic
manner and rewarded the ones who
had given the program with an abun- !
dance of gifts taken from two well-!
filled ladders that had been used in
the decoration scheme.
His work at the Baptist Church was
Riven into the hands of d.-putied as at
tho Evangelical Church, while the
overworked saint sped on to till other
rush ord'is for the peace and good
will he was dispensing. Here a ahoit
program was given by the children of
tho Sunday School and nuts and
candies were distributed.
A series of beautiful tuheleaux re
presenting scenes from the life of
Christ, interspersed with appropriate
and beautiful musical selections, con
stituted the program at the Christian
church and at its close Santa appeared
a little out of breath perhaps, but still
ready to superintend the giving of the
