THE CLOSING CAMPAIGN.
The presidential campaign with its
rallies, its speeches, its straw votes
that prove conclusively that both
candidates have a walk-over and its
sudden startling disclosures from the
supporters of either side, that the
country is tottering on the verge of
certain dissolution (if the candidate
from the opposing party is elected;
baa now entered the final stage of its
development and has reached the
point where, as Mr. Dooloy puts it,
'iverybody runs 'round in a circle an'
kicks up such a dust that no wan can
forsee the outcome."
Enthusiasm, which has languished
throughout the greater portion of the
quiet campaign is now tardily
aroused. Itaily follows rally with
bewildering rapidity and with much
ostentatious blaring of bands and
(laming of red fire, and tho spell-
bindor, aroused at last to unwonted
activity, darts hither and thither
about the countryside like a perturbed
water bug.
Much things as those stir the blood
and warm men up into tho good old
whole-souled partisan enthusiasm of
former years, but in all probability,
the rallies u wn rullies and speeches
upon 8eeehes that make lurid the
atmosphere of tho closing campaign,
will have little or no influence in
changing the votes of the adherents
of cither party. The great mass of
tho voting men have long since
reasoned out tho course that they
intend to pursue in tho coming elec
tion and tho ones that still remain "on
tho fouco" probably would not be
strong enough even if they combined
their vote on either of the principal
sides, to turn tho balanee of the elec
tion. Tho judgment of the Amerieau
people has already been passed,
although Its decision will not Ik- made
public until after tho ballots have been
counted on November 3.
Opinions differ as to Just what will
bo this final decision of tho sovereign
American people, from which there
shall lie noapH-nl, ami tho straw vote,
personal canvas, and computation
from tho registration books, all of
which are fuvorite methods used by
political prophets and HiKithsayer?,
throw little light on the subject.
The Observer has. throuiihuut the
is nothing more than a minority
report.
The real contest, is, therefore, be
tween Taft and Bryan j between the
Republican principles and the Demo
cratic principles; the principles of the
party that has ruled for years and the
one that has for years vaiuly desired
to rule ; the party of slow, steady con
servative progress and the party of
visions and dreams and wierd, radical
remedies for such maladies as may
beset the body politic.
As radical as is the difference be
tween the policies of the two major
parties (and that difference is indeed
vast) are the characters of the two men
who represent the parties. Taft has
been an administrator In offices of
public trust that wore bestowed upon
him unsought and he has, without
exception, been a careful conscientious
and effective worker. Bryan has been
a persistent seeker after offices that
fled before him and eluded him like
wili-o-the-wisps. The one is a stolid,
unflinching, slowly (but steadily) pro
gressive force; the other a brilliant,
unstable, vacillating and misdirected
energy, the one has behind him a
record of faithful achievement; the
other a record of fruitless effort.
The characters of the two candi
dates are almost analogous to the
characteristics of the paities they
represent. The Republican party,
cautious and conservative, recognizes
abuses, but believes in setting about
their removal in such a way that the
delicate organism of business pros
perity may not be interfered with to
any appreciable extent. The Demo
cratic party, rash and radical and
inclining toward the wild doctrines of
Socialism, would wipe out the abuses
at "one full swoop" and risk what
ever might bofallthe settled prosperity
of the country as a result. In other
words, the one would heal the ulcer
with mild medicines that act slowly
but surely and do not keep the patient
from going about his daily occupa
tion ; the other would administer
chloroform, cut out the offending spot
and leave the patient to recuperate in
bed.
And lastly, the administration of
President Roosevelt has been not so
much one of achievement as of prepar
ation. Under his band, during the
Republican rulo, a vast reform move
ment has been barely set in motion
no more. Mr. Taft stands ready to
step into Roosevelt's place and take
up and continue the work with a
system of machinery that has been
prepared and worked down to the
finest degree of efficiency through six
years of careful selective development.
The reform movement under these
conditions can go onward without an
interruption, to its ultimate con
clusion. Mr. Bryan on the other hand, if
elected, would have to construct for
himself an entirely new system of
executive machinery. In the mean
time the reform movement would be at
a standstill.
The people of the United States are
a progressive people und at the same
time a conservative people. They
desire that the work of reform should
lie continued as well as it has been
begun and also that the eradication
of tho evils that beset tho nation may
be effected without unbalancing or
hampering the business prosperity of
the nation.
The Observer believes all this and
because it believes this ; because it has
confidence in the sufe judgment of the
American people as a wholo; it believes
without resorting to straw votes, per
sonal canvas or computation from
the registration books, that the major
ity of the voters of the United States
will east their ballots in favor of Wil
liam H. Taft, the Republican party

While James Jacobson, of West
Salem, was in the city Tuesday after
noon, tneives entered his tent, stole
shot gun, watch and several minor
articles, turned the contents of the tent
topsy-turvy and escaped. No clue as
to the identity of the theives has yet
been secured and it is thought prob
able that the crime was committed by
wandering hoboes, who, after possess
ing themselves of such articles as they
desired, made good their escape into
Salem.
