BRYAN'S FALSE ISSUE.
Both of tbe Republican candidates
In tbe present presidential campaign
have replied pointedly and effectively
to Mr. Bryan's statement of the salient
Democratic issue, "Shall the Pcopl
Rule?"
Mr. Sherman points out the fact
that Mr. Bryan bas chosen for an
issue that which is no issue, for tbe
people always have and always will
rule. Mr. Bryan's vaunted and ill

axioms of our constitutional govern

Judge Taft goes yet further in his
reply. He admits that the great
industrial problems that now confront
the United States have arisen under
Iiepublicbn administration and have
assumed alarming proportions only
in recent years. But be declares, and
brings forward as proof the legislation
of the past few. years, the Republican
administration Is proceeding as rapidly
as possible with the solution of these
problems. Its conservative method Is
however too slow for its radical antag
onists who would, with a single blow,
wipe out the abuses and bring In the
millenium.
Waxing caustic in bis reply, Mr.
Taft declares thai "the fact that the
Democratic party had but llttlo recent
experience in the responsibility of
power, and but little training In actual
legislation, makes the party and Its
distinguished loader oblivious to the
necessity of care and caution in tl e
enactment of statutes which are to
aooompllsb enormous changes in our
social and business relations." The
fact is he concludes that the people
have ruled and are ruling by wisely
rejecting the Insues raised by the
Democrats and entrusting the work of
solving these problems, problems that
Inevitably had to arise under our
present peculiar social and economic
conditions, to the Republican party.

August is referred to and has been
for ages referred to as "the dull

seems to be most frequently on the

often during an entire day everything
would appear decidedly "dead."
Literally and figuratively and col
