CHAXGE OF MANAGEMENT.
After nearly seventeen years of cod
tiouous service as editor and publisher
of the Polk County Observer, the
writer must now say good-bye to the
many readers and patrons of tbe
paper. It is hardly necessary to say
that be retires fiom the work with a
feeling of regret tinged with sadness
at the thought of parting with friends
who are near and dear and retiring
from a business to tbe development of
which he has given bis best energy
and talents since the day that be
passed bis 21st milestone. Tbe only
reason for bis retirement at this time,
as is known to many of bis friends, is
that be is losing bis sense of hearing.
A troublesome throat affliction of
many years standing has brought
about partial deafness, and skilled
surgeons bave advised that tbe only
escape from a total loss of bearing
will be found in a change of clitirute.
Acting upon this advice, busiuess will
be given up for a time and relief will
be sought in a distant clime.
The writer purchased an Interest in
the Observer in the month of Febru
ary, 1892. At that, time the paper was
not on a paying basis, and it required
many months and years of hard work
to build up a business that would be
profitable to its owners. In March,
181(9, the entire plant was transferred
to its present ownership. Now and
modern machinery was installed, new
business methods were adopted, and
eoon tho paper beoamo a source of
profit. For the last six years,' the
business has steadily Increased, and
the Observer now has tbe best equipped
newspaper and job printing plant in
Oregon In a town tho size of DuIIub.
It will therefore be understood why
the owner is reluctant to leave It Just
at a time when he was boglnniug to
enjoy the fruit of bis Inbnr.
As in the life of tho Observer, Dallas
has also seen roauy changes In seven
toon years. When we engaged in the
newspaper buslnoss here in 1HU2,
Dallas was a town of barely 8iMl
' inhabitants little more than a cross
roads trading point Tim train service
.was poor, the mall facilities limited,
and the town could not boast of water
works, telephones, sewerage, and the
dozen and one other conveniences that
goto make a thriving, homelike rlty.
There were practically no manu
facturing Institutions with their
monthly payrolls, and the merchant!
were obliged to look solely -to the
agricultural com m u n Ity for patronage
and support. With tbe passage of the
years, however, cutno growth and
development, and Dallas came to be
known us one of tbe thriving towns of
Western Oregon. Factories were built
to give employment to laboring men;
the old and vexing county seat ques
tion was settled by tbe biilUliDg of a
beautiful stone courthouse to replace
the wooden structure destroyed by
Are; tbe publio school building wan
enlarged, and a college for tho higher
edurHllon of the boys and girls of the
couuty was founded; and, finally, ax
crowning effort, tbe I men's t of capi
tal was enlisted in building tho rail
road to the forests west of Falls City,
an enterprise that will insure Dallas'
supremacy lumber manu
facturing and shipping point for all
time to come. From village of (too
people, Dallas has become a ihrivli g
Inland city of 2500 population. This
growth and development did not come
by chance; it was brought about by
tbe enterprising and unsrlflsh spirit
of lU business men and citlxens, who
worked together shoulder U) shoulder
and gave liberally of their private
means to promote the publio good. No
one knows better than the writer of
the personal sacrlflcvs made by some
of these merchants to help build np
tbe town, and It is source of satis
faction to know that they are now
d joying tbelr reward in a steadily
Increasing business In a city that
takes flrst rank among tbe pruaperous
manufacturing oe titers of Oregon.
Whether our lot shall attain be cast
among the people of Dallas, time alone
will decide. But certain It Is that we
shall ever cherish fonj memories of

the friendships we bave formed, both
In a social and business way, with tbe
good people of the town and county,
and of the pleasant association with
the bunch of good fellows who supply
the people of Oregon with their local
newspapers. May all live long and
prosper. .Editing a newspaper is noi
always pleasant work, but we desire to
88T lu parting that we bave never
knowingly written one word that would
cause a beart-ache. We baye tried to
perform our editorial duty fearlessly
and earn our money by giving our
readers the news not news, however,
that would sell papers at the price of
wounded feelings or blasted reputa
tions, but news that would build up,
and not tear tlown uews that would
help mankind to live.
The Observer business and plant is
left in eood hands. We have leased it
to John Alleood. the capable foroman
of the office, and Dean Collins, wno
has been emoloved on the local staff
for the last Tear. No chance will be
made in the office force, and tbe fami
liar faces will continue to Kreet all
customers. These young men ana
youDg women have been In the employ
of the Observer long enough to become
thoroughly familiar with the office,
and have proven themselves Indus
trlous and faithful in their work. We
leave the valuable plant in their
bands, feeling confident that they will
take good care of It and prove worthy
of their trust in every way. As a final
word, we are going to aek the many
friends who have so faithfully stood
by the Observer all of these years to
assist these young people whenever
opportunity offers, thereby aiding
them la establishing themselves in
businessand in carrying out tbe cher
ished plans of one who has devoted
tbe best years of bis life to the up
building of an industry that would be
creditable alike to its owner and to the
town In which it was established.

IRRIGATION DISCONTINUED
Undiscovered Waste of City Water
Temporarily Reduces Supply
in Reservoir.
W. L. Soehren, superintendent of the
city waterworks, announces that be
will be obliged to order all Irrigation
discontinued temporarily, owing to a
waste of water, which has not been
located as yet, and which is keeping
tho reserve in the city roservolr far
below the proper level. .
A careful examination Wednesday
showed that the reservoir was receiv
ing a full stream from tho Intake,
which should havo maintained the
water within a few feet of the too.
Nevertheless thor? was scarcely more
than five feet of witter In tho reservoir.
An examination of tho sewer outlet
shows that this enormous waste is not
due to leaking toilets or sink fixtures.
The discontinuance of the Irrigation
is rapidly bringing the reserve In the
reservoir back to its normal level, and
Mr. Soehren hopes to benblo to locate
and stop the waste within a fow days.
He says that ho believes he will be
able to permit tho renewal of Irriga
tion next week. The present course of
action wits necessary to maintain a
proior reserve of water for ii.se in case
of lire.
