Flake, the new publisher of the Item
ize!", a change will be made Id the
time of publication of each paper.

Thia change will fflve the readers of
the two papers a much better news
service than at present, as it will
virtually furnish them a 7-coluam,
all-home-print semi-weekly. The new
arrangement will also benefit the ad-
vertlHers of both papers. With the
existing excellent train service and
numerous rural mail routes, each
paper will be in the hands of its
county readers within a few hours
after It leaves the press.
The Ohsebveb desires to take ad
vantage of this opportunity to extend
the glad hand of welcome to the new
publisher of the Itemizer. During
the 15 years this writer has been en
gaged in the newspaper business in
Dallas, he has had no warmer or
truer personal friend than V. P. Fiske.

courteous gentleman, ready at all
times to lend a hand in any move
ment having for its object the up- J
building of Dallas and the advance
ment of the welfare of the people. It

The State Normal School at Mon
mouth has closed another useful and
prosperous year's work. The enroll
ment was larger than for many years,
23 students, and the list of graduates
included 4G names. The t-chool was
not seriously hampered by the hold-up
of the appropriation bill, for the
reason that it has a place to fill in the l-"

Mr. U'lleo has demonstrated that
ho is a peculiarly smooth and abk
politician by the manner in which he
has worked up a scheme of laws and
secured their adoption, changing the
entire character of the constitution
and of the governmental scheme of
this state. Oregon was originally
organized along lines of conservatism,
with a constitutional document based
very largely on that other Magna
Charta of tho nation. Mr. U'lten, in
a few brief years, solely and alone,
has changed that document until to
day it is the most radical of any
document of its character existent in ;
tne United States. In no other state
of the Union is it possible for five per
cent and eight per cent of the voters
of tho state, which may comprise at
any time the absolutely irresponsible
and purchasable element, to hold up
any law for two years which tho legis
lative assembly might see lit to erect,
or to demand tho submission to tho
people of any proposition, however
dangerous may be its character, and
thus to cause the spirit of unrest and
lack of confidence which may at some
time have such Influence on tho state
as to very materially retard its ad

mer, but the foundation and walls will
be made heavy enough to support at

In the foothills west of Dallus would
furnish a first-class quality of build
ing cement. This stone has been
tested for couiont purposes by Eastern
experts, and tho samples appear to bo
equal lu hardnoss and durabilty to
the bost imported cement. It is
possible that it might be necessary to
add a small porcontago of lime to this
coment to give it tho proper cohesive
qualities, but It Is believed by those
ho have examined tho Dallas stone
that if any lltno woro needed at all,
tho cost would be so small that the
cement could bo manufactured at a
figure below the price charged for
cement Imported from Europe. The
quantity of this atono is unlimited.
and it la all easy of access. Tho
nearest quarry Is less than three miles
from the Southern Pacific railroad at
Dallas, and the trains of the Dallas
and Falls City railroad pass within
about one mile of It. A spur could bo
built from tho main line of tho latter
railroad to the quarry at a small cost
We believe the project of developing
these quarries for cement purposes Is
well worthy of careful Investigation.
The first races of the season will be
held here Saturday afternoon. There
will be two Club harness races, with
about seven entries and a free-for-all
half-milo running race. There will
bo a number of horses from other
places, and as tho track is in excellent
condition, somo good races are ex
