LAW IS RANK FAILURE First Test Of Primary Nominating System Shows Its Impracticability. Salem has had the first trial of the new direct primary law drawn up by Mr. U'Ren, of Oregon City, and his committee of law makers, says the Capital Journal. "That it is a rank failure is the general opinion of those who watched its workings. In theory it seems all right, but in practice all wrong. "In each of the seven wards five officials were employed at public ex pense, and tickets printed at public expense cost about $100. "Figuring tho cost of poll books and advertising and posting notices the primary will cost about $200, enough to build a good bridge. "For two yours tho city political committees held tho right kind of a direct primary at no expense whatever to the public. "At the U'Ren primary, Doinocrats, Socialists, Prohibitionists and Inde pendents all voted to nominate Re publican candidates. "Under tho former direct primary, only Republicans voted in naming Republican candidates. Tho U'Ren primary makes nominations by tho mob possible. "Party nominations are not accom plished after tho manner in which the primaries were conducted at Salem, Saturday. Tho system must bo im proved or abolished. "This is not said to discredit tho nominees under tho direct primary mado Saturday, who are all good men and will stand on their merits, but to show the usolossness and expense of a primary that does not accomplish what it pretends tho making of party nominations."
