Polk County News Polk County Itemizer-Observer • November 1, 2017 5A Land annexed, rezoned Valley Life Center to sell portion of land that once had an old grain elevator on it, keep some for future expansion By Jolene Guzman The Itemizer-Observer JUDI LAMBERT/for the Itemizer-Observer Firefighters battle a blaze on Rueben Boise Road on Oct. 24. Fire Continued from Page 1A Firefighters were dispatched to the fire at 5:12 p.m. and arrived on scene in the 1800 block of Rueben Boise Road at 5:26 p.m., Welsh said. “The house was about 50 percent involved when we arrived,” Welsh said. She said the residents of the home were trying to put out the blaze before fire crews ar- rived. The fire had moved to the attic, where it is more difficult to fight. “Once the fire was in the attic space, we had to be more aggressive,” she said. Firefighters had the fire knocked down by 6:23 p.m., Welsh said. No one was hurt in the fire. Crews remained on scene for several hours afterward monitoring for flareups and put- ting them out, she said. Thirty firefighters responded to the call from Dallas Fire & EMS, Southwest Polk, Falls City and Polk No. 1. Five water tenders — fire equipment carrying water — were used as there are no fire hydrants in the area, Welsh said. Two people living in the home found temporary housing. “They are not able to occupy the home,” Welsh said. “It has heavy smoke damage and fire damage.” DALLAS — Dallas City Council approved a nearly 4.5-acre annexation and zoning change for a piece of property near Valley Life Center Church, 1795 SE Miller Ave. The church owns the property, which was zoned industrial, but had been va- cant except for an old grain elevator that was torn down last year. Now, the parcel is zoned medium-density residential. Valley Life Center pur- chased the property more than a decade ago with the intention of using it as an in- vestment and for a future ex- pansion, said Steve Cooley at the council’s Oct. 16 meet- ing and public hearing on the annexation. Cooley submitted the an- nexation and zone change application to the city and represented the church on Oct. 16. With the annexation and zoning approved, it plans to sell the land for develop- ment, Cooley said. “I’m on the church board as a secretary, and we worked with our congrega- tion and felt that the market was right for us to sell a por- tion of that property to help our financial outlook there at the church, but also leave enough for us to do our fu- ture expansion,” he said. Jason Locke, the city’s community development director, said the zone change adds to the city’s slim inventory of medium- and high-density residential land. “A lot of that land, as it stands right now, is located in the various mixed-use nodes and a lot is not serv- iced (by utilities),” he said. “What we are finding is that in those residential medi- um- and high-density cate- gories, there is in fact an ac- tual shortage of those types of lands.” Due to its location near an already-developed neigh- borhood, the property does- n’t have those issues. “This particular property has access to all the utilities,” he said. “It has access to the street system, water and sewer, and it is adjacent to those types of uses with which it would be compati- ble.” Cooley said the church will put a deed restriction on the property before it sells to ensure that any develop- ment is like what already ex- ists on the neighborhood adjacent to it, which consists of single-family homes. “We are not the developer. We’ve been at our location since 1976. We are going to be the neighbors to this de- velopment, so we do care what happens to it,” Cooley said. “What is good for us needs to be good for the community as well.” No one spoke in opposi- tion to the changes, but Joseph Miller, the president of the Dallas Wingdingers RC Club, which has its air- port nearby, asked if the club would have to move. He said based on what he heard at the hearing, the club needs a new home. He asked for suggestions of where the club could move its airport for radio-con- trolled aircraft. “This is definitely going to affect us,” he said. “Taking down that great big ugly thing that we used to aim our airplanes at (the grain eleva- tor), that was nice, but we don’t want to hit any houses.” P OLK C OUNTY W ORSHIP D IRECTORY DALLAS Bahá’í Faith - Building a Better World: "Ye are the fruits of one tree, and the leaves of one branch.
