ment that members of the
council agreed with, though
no vote was taken to that ef-
fect in the August or Sep-
tember meetings.
Young said the depart-
ment is accredited and can
operate without outside
help. At Monday’s meeting,
Falls City Assistant Chief
Mary Sykes said the depart-
ment has 39 volunteers.
“We don’t have to have
anyone else helping us. So
basically, we can run this de-
partment on our own if we
have to,” Young said. “Don’t
want to. I want to be in-
volved in Southwest Polk be-
cause we’ve done that. We
help them, and they help us
in a way too.”
About 45 percent of the
Falls City station calls are in
the Southwest district’s terri-
tory. Reducing the number of
calls could lead to a decrease
in volunteers, Young said.
ISO ratings, which insur-
ance companies use to de-
termine fire insurance rates,
could suffer if the agreement
ends and Southwest pulls its
equipment out of Falls City,
Ungricht said.
Homes outside a 5-mile
radius of the nearest station
pay higher rates because it
takes fire crews longer to ar-
rive. Those people who live
within in the district, but
within 5 miles of the Falls
City station could see a large
difference in their insurance
premiums if the agreement
were to end, Ungricht said.
Hertel said he under-
stands the concerns about

from outside the city man-
age the department, but said
the proposal is more about
streamlining policy and
keeping safety regulations
up-to-date throughout the
district.
“Southwestern would offer
administrative ser vices
under that contract to the
Falls City department,” Her-
tel said. “It’s hard for a volun-
teer department to adminis-
ter all the regulations that fire
service or EMS service is re-
quired to follow any more.”
Hertel said if the contract
expires, but the district and
Falls City find agreement,
they can operate under the
current contract until formal
approval.
If negotiations break-
down, either side can break
the agreement.

The first stage begins like
a cold, with a runny nose,
sneezing and sometimes a
low-grade fever. The second
stage includes uncontrolled
coughing spells.
“It tends to start out like a
cold,” Kubista said. “When
the issue starts is when it be-
comes that deep cough.”
Kubista said the district
is asking parents to be vigi-
lant in keeping their chil-
dren home when they are
sick and following up with
a health care provider if
t h e re’s c o n c e r n a b o u t
whooping cough.

Dallas woman
killed in accident
at Safeway
DALLAS — A Dallas
woman has died following
an accident the occurred in
the Dallas Safeway parking
lot on Thursday afternoon.
At about 3:30 p.m. Thurs-
day, Dallas officers were
called to investigate the col-
lision. According to police, a
pickup moving through the
parking lot struck at least
two vehicles before stop-
ping against a third vehicle.
Susan Matthies, 69, was
apparently in the path of
the pickup and adjacent to
the second vehicle when it
was struck, police said. She
was taken to Salem Hospital
by Dallas medics with life
threatening injuries. She
died late Thursday night,
police said.
The driver of the pickup,
an adult male who is a resi-
dent of the Dallas area, was
t r a n s p o r t e d t o Sa l e m
Health West Valley with in-
juries that were not life-
threatening. He is cooperat-
ing with the investigation,
police said.
Dallas Police Department
still is investigating and ad-
ditional information will be
released when available.

by the Oregon State Police
and the Polk County Sher-
iff’s Office.
Riddell Road
accident kills two
MONMOUTH — A Dal-
las man and Western Ore-
gon University freshman
were killed Friday night in a
head-on collision.
At about 7:50 p.m., Polk
County Sheriff’s deputies

responded to a two-vehicle
collision near the corner of
Riddell and Whiteaker
roads north of Monmouth.
Sheriff Mark Garton said
the driver of a 2007 Acura
was headed northbound on
R i d d e l l Ro a d w h e n i t
crossed the center line and
struck a southbound 2017
Volvo head-on.
The driver of the Acura,
Jacob Bailey, 24, of Dallas,
and the driver of the Volvo,
Elizabeth Hoke, 18, of Silver-
ton, were both killed and
pronounced dead at the
scene.
“(Bailey) was ejected
from the vehicle and ended
up in a creek,” Garton said.
Hoke was due to start her
freshman year at WOU on
Monday, Garton said.
Garton said the investi-
gation into the accident
continues, but the crash
reconstruction indicates
the Acura was traveling at
a high rate of speed. The
road was closed until 2
a.m. Saturday for the in-
vestigation.

County Fire No. 1 and the
Polk County Medical Exam-
iner’s Office assisted the
sheriff’s office on the scene.
