Services, as required by the

Act, is issuing an environmen-
tal assessment (EA) in connec-
tion with possible impacts re-
lated to a project proposed by
the NorWest Energy 14, LLC
(Applicant). The proposal is for
construction of a 3.08
megawatt DC solar facility on a
53.15 acre parcel of property
located in Grand Ronde, Polk
County, Oregon. The project
consists of construction and
operation of ground-mounted,
single-axis tracking solar ar-
rays and associated electrical

SUPPLEMENTARY INFOR-
MATION: The Applicant’s pro-
posed project is to utilize only
10.0 acres of the total 53.15
acre tract producing 2,990
megawatt-hours (MWh) of en-
ergy per year. When construct-
ed, the electrical energy would
be sold to Portland General
Electric under a long-term
fixed power purchase agree-
ment. Each ground-mounted,
single-axis tracking solar array
would be approximately 15
feet in height over the 10.0
acre site and be surrounded
by a six-foot tall chain link se-
curity fence. The facility will be
located on privately-owned
property in Grand Ronde, Polk
County, Oregon.
Pilot Environmental Inc., an
environmental consultant, pre-
pared an environmental as-
sessment for RBS that de-
scribes the project, assesses
the proposed project’s envi-
ronmental impacts, and sum-
marizes, as applicable, any
mitigation measures used to
minimize environmental ef-
fects. RBS has conducted an
independent evaluation of the
environmental assessment
and believes that it accurately
assesses the impacts of the
proposed project. No signifi-
cant impacts are expected as a
result of the construction of
the project.
Questions and comments
should be sent to RBS at the
address provided. RBS will ac-
cept questions and comments
on the environmental assess-
ment for 14 days from the date
of publication of this notice.
Any final action by RBS re-
lated to the proposed project
will be subject to, and contin-
gent upon, compliance with all
relevant Federal environmental
laws and regulations and com-
pletion of environmental re-
view procedures as prescribed
by 7 CFR Part 1970, Environ-
mental Policies and Proce-
dures.

real property which the grantor
had or had power to convey at
the time it executed the Deed
of Trust, together with any in-
terest which the grantor or his
successors in interest ac-
quired after the execution of
the Deed of Trust, to satisfy the
foregoing obligations thereby
secured and the costs and ex-
penses of sale, including a rea-
sonable charge by the trustee.
Notice is further given that any
person named in ORS 86.778
has the right to have the fore-
closure proceeding dismissed
and the Deed of Trust reinstat-
ed by payment to the benefici-
ary of the entire amount then
due (other than the portion of
principal that would not then
be due had no default oc-
curred), together with the
costs, trustee’s and attorneys’
fees, and curing any other de-
fault complained of in the No-
tice of Default by tendering the
performance required under
the Deed of Trust at any time
not later than five days before
the date last set for sale.

trustee's disclaimer of repre-
sentations or warranties, Ore-
gon law requires the trustee to
state in this notice that some
residential property sold at a

methamphetamines, the chem-
ical components of which are
known to be toxic. Prospective
purchasers of residential prop-
erty should be aware of this
potential danger before decid-
ing to place a bid for this prop-
erty at the trustee's sale.
In construing this notice, the
masculine gender includes the
feminine and the neuter, the
singular includes plural, the
word “grantor” includes any
successor in interest to the
grantor as well as any other
persons owing an obligation,
the performance of which is
secured by the Deed of Trust,
the words “trustee” and ‘bene-
ficiary” include their respective
successors in interest, if any.
