NOTICE OF ONE-FOR-ONE REPLACEMENT HOUSING
Postal Service to issue eclipse stamp
WASHINGTON, D.C. — Even the U.S. Postal Service has caught
Great American Eclipse fever.
On June 20, the USPS will issue a commemorative stamp that
uses thermochromic ink to change from an image of a total solar
eclipse to one of the moon.
“Using the body heat of your thumb or fingers and rubbing the
eclipse image will reveal an underlying image of the moon,” a re-
lease from the USPS stated.
Astrophysicist Fred Espenak took the eclipse image during a
solar eclipse in Jalu, Libya, on March 29, 2006. Espenak also took
the moon photo used for the stamp.
The back pane of the stamp sheet shows a map of the eclipse’s
path of totality across the country.
The Great American Eclipse will be seen over Oregon on Aug.
21 starting around 10 a.m.
Library asking for community feedback
FALLS CITY — The Wagner Community Library is looking for
residents of Falls City to provide feedback on the future of the li-
brary.
Leaders at the library have created a survey that includes ques-
tions about how people use the library and whether they are
aware of its programs. It also asks if residents would be willing to
pay more property taxes to support keeping it open and how
much.
Wagner is operating on the proceeds of the Wagner Trust Fund,
which diminishing. The library may face closure if no other fund-
ing source is found.

The results of the survey will be discussed at the Library Adviso-
ry Board in June.

FC Council to discuss city recorder job
FALLS CITY — The City Council of Falls City will hold a work ses-
sion on Thursday to discuss the hiring process for a city manager
or city recorder.
The meeting will begin at 7:30 p.m. at the Falls City Community
Center, 320 N. Main St.
Council members declined to begin the hiring process at its
meeting Thursday because they wanted to discuss the job de-
scriptions of the recorder and mayor — who is now filling in as the
city manager — before moving forward.

Fire destroys Indy home
Itemizer-Observer staff report
Polk Community Development Corporation (Polk CDC) has received a
reservation of federal HOME Investment Partnerships Program funds to assist
with the development of a six unit affordable housing project to be located at
730 Clay Street, Monmouth, Oregon. As a result, Polk CDC must make public
the following information:
The existing two bedroom house located at 730 Clay Street in Monmouth,
Oregon will be demolished in order to allow the development of the newly
constructed project. The housing is scheduled demolition around June 15,
2017 and should be completed by end of December, 2017.
The demolished house will be replaced by two two-bedroom apartments in a
proposed six unit project that will be constructed on the same site. Due to the
receipt of HOME Investment Partnership Program funds, Polk CDC is
required to ensure that the units remain affordable to low income persons for
a minimum of 20 years. Construction of the project is scheduled to begin late
June, 2017 and should be ready for occupancy by January, 2018.
To fund the project, Polk CDC will utilize federal HOME funding as well as
State GHAP funding from Oregon Housing and Community Services.
Additional information on the proposed demolition including: a map of the
lower income housing that will be demolished and a description of the
proposed housing to be developed is available for public examination upon

INDEPENDENCE — A juvenile male suffered minor burns
and possible smoke inhalation after an accidental fire
burned the home at 462 B St. in Independence on Thursday.
Polk County Fire District No. 1 responded to the call at
5:42 p.m.
Deputy Chief Neal Olson said smoke was visible from
throughout the area and reported from Dallas and Rickreall.
As personnel arrived on scene, heavy smoke and fire was
present near the rear of the single-story residence.
“This fire occurred across the street from Independence
Elementary School as the after-school program was being re-
leased,” Olson said in a press release. “The narrow roads and
limited access, numerous cars, and many bystanders made
initial efforts difficult for responders.”
Firefighters were on scene for about two-and-a-half hours.
The cause of the fire was determined to be accidental due
to electrical failure, Olson said.
The property and contents are a complete loss valued at
$75,000, Olson said. There were no smoke alarms in the resi-
dence.
“Please maintain working smoke alarms in your resi-
dence,” Olson said.
Five engines, one ladder truck, one rescue unit, two med-
ical units, one command unit, and 42 firefighter personnel
responded.
Polk No. 1 was assisted by Southwest Polk Fire District,
Dallas Fire & EMS, Oregon State Fire Marshal’s Office, and In-
dependence Police Department.
