Impact
The City of Dallas has deter-
mined that the project will have
no significant impact on the
human environment. Therefore,
an Environmental Impact State-
ment under the National Envi-
ronmental Policy Act of 1969
(NEPA) is not required. Addi-
tional project information is
contained in the Environmental
Review Record (ERR) on file at
the above address and is avail-
able for public review/examina-
tion or can be copied week-
days 9 A.M. to 4 P.M. upon re-
quest. Fees for printing and
staff time may apply.
Public Comments
Any individual, group or
agency disagreeing with this
determination or wishing to
comment on the project may
submit written comments to the
City of Dallas Certifying Officer,
responsible for receiving and
responding to comments. Such
written comments should be re-
ceived at the above address on
or before May 04, 2017. All such
comments so received will be
considered by the City of Dallas
prior to authorizing submission
of a request for release of
funds. Comments should spec-
ify which Notice thay are ad-

Release of Funds
The City of Dallas certifies to
OBDD that Jason Locke in his
official capacity as Community
Development Director and duly
appointed Certifying Officer to
this project, consents to accept
the jurisdiction of the Federal
Courts if an action is brought
to enforce responsibilities in
relation to environmental re-
view process and that these re-
sponsibilities have been satis-
fied. The legal effect of the cer-
tification is, upon its approval,
the City of Dallas may use the
Grant funds, and OBDD will
have satisfied its responsibili-
ties under the National Envi-
ronmental Policy Act of 1969
and related laws and authori-
ties.
Objections to Release of
Funds
OBDD will accept objections
to its Release of Funds and the
City of Dallas certification for a
period of fifteen days following
the anticipated submission
date or actual receipt of the re-
quest for release of funds
(whichever is later) only if they
are on one of the following
bases:
A. The certification was not
executed by the Certifying Offi-
cer of the City of Dallas
B. The City of Dallas has
omitted a step or failed to make
a decision or finding required
by HUD regulations at 24 CFR
Part 58
C. The City of Dallas has
committed funds or incurred
costs not authorized by 24 CFR
Part 58 before approval of a re-
lease of funds by OBDD
D. Another federal agency
acting pursuant to 40 CFR Part
1504 has submitted a written
finding that the project is un-
satisfactory from the stand-
point of environmental quality.
Objections must be pre-
pared and submitted in accor-
dance with the required proce-
dure (24 CFR Part 58), and
shall be addressed to OBDD at
775 Summer Street NE, Suite
200, Salem, OR 97301-1280.
Objections to the release of
funds on bases other than
those stated above will not be
considered by OBDD.
Potential objectors should

Comentarios públicos
Cualquier persona, grupo o
agencia que no esté de acuer-
do con esta determinación o
desee hacer comentarios
sobre el proyecto, puede pre-
sentar sus comentarios por es-
crito a cuidad de Dallas Min-
istro de Fe, responsable de la
recepción y respuesta a los co-
mentarios. Tales comentarios
por escrito deberían recibirse
en la dirección indicada anteri-
ormente para o antes de 04 de
mayo del año 2017. Todos los
comentarios recibidos serán
considerados por cuidad de
Dallas antes de autorizar la
presentación de una solicitud
para la liberación de fondos.
Los comentarios deberían es-
pecificar a qué Aviso se diri-
gen.
Liberación de fondos
La cuidad de Dallas certifica
a OBDD que Jason Locke en
su capacidad oficial de Direc-
tor de Desarrollo de la Comu-
nidad y debidamente nombra-
do inspector oficial a este
proyecto, da su consentimiento
para aceptar la jurisdicción de
los tribunales federales si se
lleva una acción para hacer
cumplir las responsabilidades
en relación a un proceso de re-
visión medioambiental y a que
se satisfagan tales respons-
abilidades. El efecto legal de la
certificación es, después de
ser aprobada, el cuidad de Dal-
las pudiera usar los fondos de
la subvención y OBDD habrá
satisfecho sus responsabili-
dades bajo la Ley de política
medioambiental nacional de
1969 y las leyes y autoridades
relacionadas.
Objeciones a la liberación
de fondos
OBDD aceptará las obje-
ciones a su liberación de fon-
dos y la certificación de cuidad
de Dallas por un periodo de
quince días después de la
fecha prevista de presentación,
o la recepción real de la solici-
tud de liberación de fondos (lo
que ocurra más tarde), sólo si
están en una de las siguientes
bases:
A. La certificación no fue
ejecutada por el funcionario
que certifica de cuidad de Dal-
las.
B. El cuidad de Dallas ha
omitido un paso o no tomó una
decisión o conclusión requeri-
da por las normativas de HUD
en 24 CFR Parte 58
C. El cuidad de Dallas ha
comprometido fondos o incur-
rido en costos no autorizados
por 24 CFR Parte 58, antes de
la aprobación de la liberación
de fondos por parte de OBDD
D. Otra agencia federal, ac-
tuando de conformidad con 40
CFR Parte 1504, ha presentado
una conclusión por escrito de
que el proyecto no es satisfac-
torio desde el punto de vista
de la calidad medioambiental.
Se deben preparar y presen-
tar las objeciones de acuerdo
con el procedimiento requerido
(24 CFR Parte 58), y se deben
dirigir a OBDD, 775 Summer
Street NE, Suite 200, Salem, OR
97301-1280. Las objeciones a
la liberación de fondos con
otras premisas que no sean las
mencionadas anteriormente no
se tendrán en cuenta por parte
de OBDD.
Los posibles objetores
deben comunicarse con OBDD
para verificar el último día del
periodo de objeción. Se estima
que cualquier objeción recibi-
da después de 22 de mayo del
año 2017 no se tendrá en
cuenta por parte de OBDD.
