New public works director on the job NEWS IN BRIEF
Anderson, former public works director for Umatilla Tribe, ‘excited to be here’

DALLAS — The city of
Dallas’ new Public Works Di-
rector Frank Anderson
capped his first day on the
job meeting the Dallas City
Council at its meeting Mon-
day night.
City Manager Ron Foggin
made the announcement for
Anderson, who previously
worked for the Confederated
Tribes of the Umatilla Indian
Reservation in Pendleton as
the public works director.
Anderson said he has a
Government
bachelor’s degree in public
administration and was in-
terested in the Dallas job be-
cause the department is “full
service,” providing for and
maintaining water, waste
water and street systems.
“I’m excited to be here, to
help move forward,” Ander-
son said Monday.
Coinciding with Ander-
son’s arrival was a council
vote on an ordinance to
modify the structure of the
Public Works Department,
which was formerly known
as the engineering and envi-
ronmental services depart-
ment.
The ordinance changed
the name of the department
back to Public Works.
In other city business:
• The council will meet in
a joint session with the Polk
County Board of Commis-
sioners for a public hearing
on the proposed urban
growth boundary expansion
involving Dallas Golf Club at
5:30 p.m. on April 3. The reg-
ular council meeting sched-
uled to follow that meeting
has been canceled.
• Dallas Budget Commit-
tee will hold its “kick off”
meeting on Thursday at 5:30
p.m. at City Hall, 187 SE
Court St. The committee will
review the city’s five-year
budget outlook and five-
year capital projects plan
progress.
Community Corrections director to retire

POLK COUNTY — Marty
Silbernagel started his first
job with Polk County at the
age of 22. On June 30, nearly
30 years later, the Commu-
nity Corrections director will
retire.
In the late 1980s, Silber-
nagel was hired as a com-
munity service coordinator,
but about a year later, that
position was on the budget
cut chopping block. He was
offered a job as a juvenile
probation officer and wasn’t
exactly thrilled about it.
“I took it because I want-
ed a job — and I loved it,”
Silbernagel said.
Eight years later, he ap-
plied for the community
corrections director post
and got the job.
Silbernagel said he’s retir-
ing because believes it’s time
to do go something else,
which as of now, includes
plans for volunteering and
doing some farming on the
side.
Polk County posted the
position last week and
added overseeing the juve-
nile department to the new
director’s duties. The job will
be posted until April 12, a
longer duration than other
posts.
“We are talking about a
department head, so I would
recommend that the length
is longer, but not too long
because we want to get
someone in here,” said Matt
Hawkins, the county’s ad-
ministrative service director.
“I think the goal is to have
somebody here by June.”
The job comes with a
salary range of $96,000 to
$102,000 annually.
The schedule to fill the
position is to hold inter-
views the last week of April
and select a new director in
May, said Greg Hansen,
county administrator.

Radio show begins legislative focus
SALEM — KMUZ Community Radio has launched a new seg-
ment in its morning radio news show covering state legislators
and legislative session.
The show, “Legislative Matters, Tune In and Take Part,”
kicked off on March 13 at Willamette Wake Up’s regular time
slot of 8-9 a.m. and will continue through the session.
Each Monday, Legislative Matters program hosts Cindy Con-
don and Jan Margosian will highlight bills being considered in
both the State House of Representatives and State Senate.
The pair will focus on a specific bill that they think will be of
particular interest to those within the KMUZ listening audience,
which includes Polk County, and has been introduced by legis-
lators from the Mid-Willamette Valley. Programs will include a
bill’s background, key supporters, opponents and an under-
standing of who benefits. They hope to include live interviews
of bill sponsors and those in opposition of the featured bill.
Other legislation with statewide interest, such as budget, ed-
ucation, and transportation will also be discussed.
