King Quinn OBITUARIES Delbert Fredricks May 28, 1929 – Feb. 27, 2017 The City of Dallas Fire & EMS Department lost a 65- year Veteran Volunteer Fire- fighter last night when Bat- talion Chief Delbert Fredricks, age 87, died at his home on Feb. 27. He was born on May 28, 1929, in Sioux Falls, S.D., the son of Ed- ward and Lottie Fredricks. The family moved to Dal- las in the spring of 1941. Delbert graduated from Dal- las High School in 1947. He married Agnes Smith on Nov. 8, 1952, in Salem. Delbert worked with his fa- ther at Dallas Auto Parts for many years. He retired from Carquest as an auto parts counter- man in March of 2003. Del- bert was a longtime active member of the Dallas First Christian Church. BC Fredricks started with the Dallas Fire Department in June 1951. Throughout his time of service at the Department, he attained the rank of fire- fighter, engineer, captain and finally battalion chief. He has responded to thousands of calls for serv- ice including large commer- cial fires, large-scale wild- land fires, motor vehicle ac- cidents and medical aid calls. Chief Fredricks had com- pleted 65 years of consecu- tive service and was halfway to 66 years of volunteer serv- ice. In the past years, he has been on Special Services, writing the monthly Fire De- partment newsletter titled “Just Rambling.” Fredricks’ more than six decades of volunteer service to the community have been recognized by the Ore- gon Fire Chiefs Association which bestowed their Award of Excellence on him, Gover- nor Kitzhaber, and the Dal- las Area Chamber of Com- merce which recognized him as Citizen of the Year. He was also a national final- ist in the Energizer Battery - Energizer Bunny® Keep Going® spirit award. Our Department, families, community and volunteer fire agencies in the Polk County area have lost a longtime friend, dedicated community volunteer, fire- fighting advocate and great historian. He is survived by his wife, Agnes, daughters, Candace Lowry, Cheryl Klee and Colleen Pinner, along with 10 grandchildren and 11 great-grandchildren and one great-great-grandchild, and his sister, Dorothy Los- sett. Funeral services were held Saturday, March 4 at the Dallas Fire Department 915 SE Shelton St. Visitation was on Friday at the Dallas Mortuary Trib- ute Center. Interment will be in Dal- las Cemetery. Memorial contributions may be made to the Dallas Fire Department in care of Dallas Mortuary Tribute Center who is caring for the family. Juanita Vivian Rocha July 13, 1932 – Feb. 22, 2017 Juanita Vivian Rocha, a resident of Dallas, died on Feb. 22, 2017 in Salem. She was 84 years of age. Juanita was born on July 13, 1932 in St. Paul, Minn., and was the daughter of John and Melda (Lafferty) Schweitzer. On Nov. 27, 1948, she married Jose Cardoza Rocha (Joe) in Phoenix, Ariz., and they resided in Artesia, Calif., where they had two children, Kathleen and Danny. In 1969, they moved to Falls City, and later to Dallas, where she lived until her death. Juanita enjoyed sewing and crocheting. She loved participating in farmers markets and craft fairs. She also enjoyed traveling and was fortunate to have visited friends and family all throughout the United States. She was a Jehovah Wit- ness and a member at the Dallas Kingdom Hall, where she enjoyed partici- pating in her many church activities. She was also a proud member of the Cheyenne River Sioux Tribe in Eagle Butte South Dakota. She is survived by her daughter, Kathleen (hus- band, Alan) Black; son, Danny (wife, Doris) Rocha; brothers, Art Schweitzer and Russell Schweitzer; and sisters, Darlene Morison and Gretchen Cotta; along with four grandchildren, two great-grandchildren and many nieces and nephews. Juanita was preceded in death by her husband Joe Rocha; brother, Clarence Schweitzer; and grandson, Brian Rocha. A graveside service was held on Saturday, March 4, 2017, at 11 a.m. at Dallas Cemetery in Dallas. Donelson Funeral Home is handling the arrange- ments. Shelia Marie Hansen Sept. 5, 1952 – Feb. 20, 2017 Shelia Marie Hansen, 64, a resident of Dallas, died Monday, Feb. 20, 2017, at her home. She was born on Sept. 5, 1952, in Phoenix, Ariz., the daughter of Ray- mond and June Lobos B a k e r Lockwood. She graduated from Siletz High School. In 1973, she married Daniel K. Hansen in Vancou- ver, Wash. He preceded her in death on May 9, 1999. From 1982 to 1999, when she retired, she worked as a supervisor at Praegitzer In- dustries. She continued her educa- tion by taking classes from Chemeketa Community College for her work at Prae- gitzer’s. Shelia lived in Dallas for more than 50 years. She loved her grandkids. She enjoyed going out to Spirit Mountain, playing lot- tery games, painting murals at her home and painting yard figurines. Shelia loved to decorate her home for each of the holidays especially Christ- mas. She always loved it when it snowed. She is survived by her son Shelby (Aimee’) Hansen, of Bend; grandchildren: Alaina, Baylie, Kelci, Aaron and Kasimara. Also surviving are brothers Montie and Wade Lockwood and a sister Nancy Schroeder and best friend Mary Biggs. She was preceded in death by five siblings. Private family services were held. Kevin Allen Staggs May 3, 1968 – Feb. 14, 2017 Kevin Allen Staggs, 48, of Longview, Wash., died on Feb. 14 at his home. He was born to Bill Staggs and Patricia Autry in Salem, and was raised by Bill and Betty Stag- gs. He was a cook. Kevin married Georgia on June 8, 2005, in Salem. He is survived by his wife, Georgia; children: Tyler, Anastaisia, Kevin Jr., Melissa, Jeremiah, and Malachi; grandchildren: Nathaniel and Aurabelle; brothers: Michael Weston and Billie Ray Staggs Jr.; sisters: Bobbi Melody, April and Summer; and many friends and fami- ly. A celebration of life will be at Salt Creek Baptist Church at 2 p.m. on March 11. Pastor David Curtis will preside. Barbara J. Foster July 1950 – Feb. 16, 2017 On Feb. 16, 2017, Barbara J. Foster, age 66, passed away at Salem hospital. Barbara was born in July 1950 in Southern California to John and Peggy Fielding. She was the fourth of nine children. She en- j o y e d spending time with her grandchildren, gardening, sewing, knitting, crocheting, beading, spending time on Joyful Sound Hearing Rockney Alan Blacklaw April 8, 1959 – Feb. 25, 2017 On Feb. 25, 2017, Rocky lost a long battle to cancer. Born in Lebanon in 1959, he went to high school in Dallas. Rocky is survived by his longtime partner Marsha Richardson; son Brock Black- law; daugh- ter Brittany Bl a c k l a w ; stepson S e a n Richard- son; moth- er Marcia (Davis) Skelton; stepfather Ned Skel- ton; brother Todd Blacklaw; sister Nicole Weaver; stepsis- ter Kim Skelton; four grand- children: Easton, Kora, Taylor and Braedon; and several nieces and nephews. Rocky is preceded in death by his father, Ron Blacklaw, of Lebanon. Rocky spent most of his career in designing and engi- neering of hitching and cou- pling for the commercial trucking industry. He was instrumental in helping write the safety stan- dards for the commercial trucking industry. Everything and anything Rocky ever built, designed, created was done to perfec- tion. He was a wizard at fabrica- tion and working with met- als; there was nothing he could not create. He loved to travel and spend time in the summer with his grandkids on the water. He will be missed beyond words and will forever leave an empty spot in our hearts. Rocky never liked attention being focused on him; there- fore, at his request there will be no service. She attended Bridge- p o r t a n d D a l l a s Hi g h School. She passed away from flu and pneumonia in the Salem Hospital. Donita h a d worked at Blue Lake C a n n e r y, where she drove jit- n e y, a l s o she did the same job at Tow Motors, and at Boeing Company out of Portland a n d C a s c a d e St e e l i n McMinnville, where she got hurt and was bedfast for the last 20 years of her life. She leaves two children and three grandchildren. Her parents are Donald and Burla King, and one brother Adam King. Donita died one day short of a year of the death of her brother, Alan King, who died with pancreatic cancer. At her request, no service will be held. Donald Edward Muncrief Oct. 28, 1957 – March 4, 2017 Don passed away peace- fully in Little Rock, Ark., while staying with his cousin. He was born to Coleen and Wilford Muncrief and grew up in Independence. He graduated from Central High School in 1975 and went on to become a cabi- net maker, kitchen designer and salesman. He enjoyed hunting, fish- ing and family outings. He was loved by all who knew him. Don is survived by his son, Ethan Muncrief; his brother, Darrell Muncrief; and his nephews, James and Scott Muncrief. He was preceded in death by his parents. There will be no services.
