Polk deputies, volunteers efforts recognized POLICE REPORT
Office given ‘Commander of the Year’ and ‘Lifesaving’ awards at banquet
Itemizer-Observer staff report
SALEM — Several mem-
bers of the Polk County
Sheriff’s Office received a va-
riety of state wide awards at
the Oregon State Sheriff’s
Association annual awards
banquet.
Life Saving Awards were
given to Deputy Artur Artun-
yan, Deputy Chris Younger,
Deputy Josh Brooks, Ser-
geant Erik Heikila and Sgt.
Michael Redding.

These three deputies and
two sergeants worked to-
gether to save the life of an
inmate who was actively at-
tempting to commit suicide
and who was also being
combative towards the cor-
rections deputies, Sheriff
Mark Garton said in a press
release.
Polk County Reser ve
Deputy Eric Berry and Lin-
coln County Deputy Eric
Larson also earned Lifesav-
ing honors.
They worked together to
pull a driver from a car that
had just crashed, Garton
said.
The vehicle was on fire,
and these two deputies used
pure physical force to pry
open the car door and
(pulled) the driver to safety,
Garton added.
Minutes after they pulled
the driver out, the vehicle
became fully engulfed in
flames.
If it were not for their at-
tentiveness and distinct ac-
tions at the scene by remov-
ing the man from the burn-
ing car, the crash would
have been fatal, Garton said.
Patrol Commander of the
Year award was given to Lt.
Jeff Isham.

only one person in a sheriff’s
office who oversees the gen-
eral operations of a patrol
division, Garton said.
Isham was given this
award based on his diligent
work in the hiring process
since the passage of the
public safety levy, in the pa-
trol and corrections divi-
sions,
Garton noted. Lt. Isham
also took over the duties of
the jail commander, in addi-
tion to his patrol duties.
Enforcement Command
Council — Volunteer of the
year award went to John
Brown — Salt (Seniors and
Law Enforcement Together)
member. This award is given
to only one volunteer from
across the state of Oregon in
recognition of his or her vol-
unteer service, Garton said.
John has volunteered
nearly 600 hours in 2016 and
assists the sheriff’s office in
many ways from serving
civil documents. He also
takes evidence to the
Springfield Crime Lab and is
actively involved in commu-
nity events, Garton said.

Tom Davis Sr., 95, passed
away peacefully in his Salem
home. Tom was born in
Cleveland, Ohio, the only
son of Gomer and Mary Jane
Davis, joining four older sis-
ters, Edith,
Thelma,
Lucille and
Florence.
He grad-
uated from
J o h n
A d a m s
H i g h
School
and later
received
his bache-
l o r ’s d e -
gree from
Kent State University.
During World War II, En-
sign Tom served in the Navy
Air Corps as an aviator. On
Feb. 16, 1946, he married
Adelynne Kohler, and they
enjoyed a wonderful 64
years together.
He and Lynne settled in
Cleveland, where their two
children were born.
The family remained in
Cleveland until 1960, when
they moved to Salem as a re-
sult of Tom’s transfer to the
Dallas, Towmotor plant
(later Caterpillar Tractor).
At Towmotor, he started
as sales manager, and then
became personnel manager,
retiring in 1977. Two years
later, he came out of retire-
ment to be vice president of
human resources for Ever-
green Helicopter, finally re-
tiring in 1983.
Family, times with close
friends, golfing, flowering
plants and, even yard work
were his enjoyment.
Tom is survived by daugh-
ter, Linda Davis Kolber
(Barry), of Salem; son, Dr.
Tom Davis Jr. (Nicole), of
D a l l a s ; g r a n d c h i l d re n ,
Sarah, Janelle (Nathan),
Mark (Katie); and six great-
grandchildren, Nora, Judah,
Genevieve, Adelynne, Jack
and Avery.
Tom was a peacemaker; a
calm, kind, loving and gen-
erous man who didn’t have
an unkind word to say about
others.
He seldom forgot a face or
name, and remembered
what was happening in peo-
ple’s lives. Tom was loved by
all and will be greatly
missed.
A family graveside service
was held Thursday, Dec. 1.

Barbara Lynne
Mulkey
April 8, 1958 – Dec. 15, 2016
Barbara Lynne Mulkey, 58,
from Albany, went to be with
our Lord on Dec. 15, 2016, as
a result of an auto accident
on Springhill Road, in Al-
bany.
Barbara was born in Cor-
vallis to Paul and Jeraldine
(Jeree) Mulkey on April 8,
1958. She
grew up in
S u v e r ,
working on
the family
farm.
She at-
tended
Central
High School in Independ-
ence and graduated in 1976.
For over 30 years, Barbara
worked in the banking in-
dustry, working her way up
to branch manager.
Corvettes were her pas-
sion, and she and her sister
Tina were charter members
of the Corvette club from Al-
bany.
Barbara enjoyed all the
trips she took with the
Beaver State Corvette Club.
Her other passion was cats,
and “Zorro” and “Zena” will
miss her greatly.
She was predeceased by
her first husband, BJ Funk,
from Portland, who passed
away in January of 1993
from an auto accident.
Barbara was divorced
from her second husband
Craig Smith from Cottage
Grove.
Barbara is survived by her
parents, Paul and Jeree
Mulkey, of Suver; brother,
Leo, of Airlie (wife Molly
Mulkey, daughter and family
Kindi, Erik and Kevin King);
brother, Paul Jr. (wife Kim
and son Dallas) Mulkey, of
Airlie; sister, Tina (daughter
Cassandra and grandson
Braxton) Mulkey, of Suver;
and Aunt Jacque Whitley, of
Albany.
There will be a celebra-
tion of her life at the Mon-
mouth Christian Church,
959 W. Church St., Mon-
mouth, Wednesday, Dec. 21,
2016, (today) at 2 p.m. In
lieu of flowers, the family re-
quests memorial gift to the
Monmouth Christian
Church.

neighborhood gatherings.
She’ll be remembered espe-
cially for her sharp sense of
humor, which she kept in-
tact throughout her five-
year battle with ovarian can-
cer.
A celebration of life will
be held on Feb. 1, 2017, from
7 to 9 p.m. at Flinn Block
Hall in Albany. In lieu of
flowers, the family is re-
questing that donations be
made to the Ovarian Cancer
Research Fund (ocrfa.org).

Richelle Combs passed
away peacefully at home on
Oct. 10, 2016, in Albany, at
the age of 59 with loved ones
at her side.
She is
survived by
her daugh-
ter, Maken-
na Combs;

Carpenter;
her sister, Joni Funk and
family; and her community
of wonderful friends.
Richelle was born on Dec.
21, 1956, in Seattle, to Joan
and Richard Carpenter. She
graduated from Dallas High
School in 1975 and attended
Oregon State and Chemeke-
ta, focusing on the health
care field.
She made her home in Al-
bany, where she raised her
daughter, made long-lasting
friendships, and worked for
Mid-Valley Speech and
Hearing for 22 years.
Richelle was an avid lover
of games and an antique
hunter to the core.
She was a very proud
mother, a lover of travel and
ethnic food, and a gardener
