Facility plan contract approved FC parking plan to

DALLAS — The Dallas
School Board approved a
contract for architectural
work on a master plan to
improve drainage and facili-
ties at the Dallas High
School football stadium
complex.
Design work for restroom
upgrades throughout the
district was included in the
contract.
Facilities Director Kevin
Montague said the district’s
Citizen Oversight Commit-
tee decided to pursue up-
grading the grandstands
even though its “grandfa-
thered regarding code com-
pliance.”
“Over the course of many
months and discussions, the
COC determined the DHS
football stadium facility
should be upgraded to meet
current safety and code re-
quirements pending avail-
able funding,” Montague
wrote in a memo to the
board.
Needed improvements in-
clude: wider aisles with
handrails, higher handrails
and a second entrance/exit
from the press box.
Boquist wins S12,
prepares for session

POLK COUNTY — State
Sen. Brian Boquist won a
third term representing
Senate District 12 by a 62
percent to 36 percent mar-
gin over challenger Democ-
rat Ross Swartzendruber, of
West Salem, in the Nov. 8
general election.
Boquist won with 39,275
votes to Swartzendruber’s
23,026 votes.
In Polk County, the count
was: Boquist 10,347 or 68
percent and Swartzendru-
ber, 4,675 or 31 percent.
Boquist was out of town
following the election, but
said in an email that he’s
working on getting trans-
portation and ethics reform
bills ready for the upcoming
session.
He anticipates budget
challenges after the failure
of Measure 97, which would
have imposed a sales tax on
corporations with sales of
more than $25 million an-
nually.
“Yes, cuts in growth will
be coming,” he wrote in the
email.
On Monday, Montague
said with the city of Dallas
completing its storm water
master plan, engineering on
a solution to rainy season
drainage problems at the
complex can continue.
That work, including ge-
otechnical surveys and top-
ographical surveys, will be
completed by Capital Engi-
neering under a separate
contract, Montague said.
Soderstrom Architects
was selected to draft an ath-
letic complex master plan,
which will incorporate the
drainage plan once it is
complete. Montague said
the COC will be reviewing
the finished plan.
The architectural firm
also will complete designs to
improve restrooms to pro-
vide more privacy using the
guidelines provided in April
by the Superintendent’s Fa-
cilities Committee.
Soderstrom’s contract was
approved Monday, and will
not exceed $150,000.
“While we don’t have
exact costs, we know that it
will not be over $150,000,”
Montague said. “It will prob-
ably be more in the neigh-
borhood of $100,000 to
$110,000.”

SALEM — Capitol Auto Group President Scott Casebeer, of Dallas,
has been honored for serving as a Chevrolet Auto Dealer for 25 years.
Casebeer started with Capitol Chevrolet/Cadillac in 1977, as it
was the first of the three franchises that evolved into Capitol Auto
Group. The dealership moved to its present location at 2855
Maple Ave. NE in 2012.
While operating his dealerships, Casebeer served in numerous

Council, state chairman of the Dealer Election Action Committee,
chairman of Oregon Committee of Automobile Retailers, member of

tact for the American International Automobile Dealers Association.

business. His dealerships also have been named among the best

Capitol Auto Group and its employees were recently recog-
nized with the Community Builder Award from the United Way of
the Mid-Willamette Valley for raising $135,000 for the charity.

FALLS CITY — The city
of Falls City will deal with
blocking vehicle access in-
side Michael Harding Park
in phases.
Mayor Terry Ungricht
said the least expensive op-
tion for keeping cars out of
the park — installing pre-
cast barricades in the park-
ing lot and large boulders
along the street bordering
the park — would still put a
strain in the parks budget.
That could leave it possi-
bly unable to pay for unan-
ticipated costs such as re-
pairs and addressing van-
dalism, he added.
Ungricht found $2,800 in
the budget, including trans-
ferring all the money from
the July 3 celebration fund
($2,000) and $500 from op-
erational supplies and $300
from worker’s compensa-
tion insurance, which was
over-budgeted this year.
Councilor Jenn Drill of-
fered a solution: complete
the project in stages, begin-
ning with purchasing the
barricades at about $1,000,
and pay for the rest as the
budget allows.
Community members,
including one at Thursday’s
council meeting, have
pledged to help the city pay
for the project.
Councilor Lori Jean Sick-
les said the city should con-

tion to closing off the park.
She recommended holding
a meeting to talk about
their concerns before mov-
ing forward.
Drill made a motion to
proceed with purchasing
the barricades, which
passed in a narrow vote
with Drill, Gerald Melin
and Tony Meier voting yes.
Lori Jean Sickles and Den-
nis Sickles voted no.
