Biz registration may be approved

DALLAS — The Dallas City
Council is considering imple-
menting a registration pro-
gram with to-be-determined
fees for businesses in the city.
If approved, registration
would be required for non-
profits, such as charitable,
religious, educational, or
civic organizations, but they
would be exempted from
the initial and annual re-
newal fees.
The city now requires li-
censes and/or registration in
some form for taxicabs, so-
licitors, tent and carnival
shows, amusement games
and places, itinerant mer-
chants, hotels and motels,
Government
garage sales and home oc-
cupations. Those businesses
would be exempt from the
requirement entirely.
Discussion about requir-
ing registration of more
businesses began in Sep-
tember 2015 with the city’s
administration committee.
Since then the committee
has revised the proposed or-
dinance five times before
forwarding its final draft to
the full council in July.
Before recommend ap-
proval, committee had the
Dallas Area Chamber of
Commerce asked for feed-
back from its members.
Only 23 replied, but those
who did were mostly in
favor of the proposal.
“That’s not a huge sample,
but you can’t force people to
reply to a poll,” said Jason
Locke, the city community
development director, at the
committee’s July meeting.
“There was nothing that
came back of any concern
related to comments from
those folks. Our recommen-
dation is to move it the full
council.”
The council reviewed it
for the first time on Aug. 15
and it will be on the agenda
for a second reading, on
Sept. 19, the same night a
resolution determining fees
will be presented.
In other business, the city
council:
• Approved a city invest-
ment policy that would
allow it to make longer-term
investments than previously
allowed.
Finance Director Cecilia
Ward said the city isn’t want-
ing to make long-term in-
vestments right away, but
said adopting the policy
would put the city in line
with recommendations
from the Government Fi-
nance Officers Association
(GFOA).

Dallas association hires RARE intern
DALLAS — The Dallas Downtown Association will add a Re-
source Assistance for Rural Environments (RARE) intern starting
Sept. 12.
The RARE participant, Emma Guida, will help with the organi-
zation’s efforts to revitalize the downtown area.
Dallas Mayor Brian Dalton wrote in an announcement to DDA
members that Guida is interested “in the dynamics of food as a
major element in our culture.” He said those skills are a nice
match for the area.
“This is particularly so as we expand our efforts in develop-
ing a strong connection to the wine and microbrew industries
so important to this region plus food venues in general.” and
making associations with the agricultural industries so historic
and vital to our lives here,” he wrote.
The Independence Downtown Association and Polk Rural
Tourism Studio also will hire RARE interns.
Local filmmaker shows documentary
DALLAS — Justen Noll and JN Films will show “Verve,” a
unique take on documentary film on Aug. 31 at Faith Evangeli-
cal Free Church, 2290 E. Ellendale Ave., Dallas.
The premiere will be at 7 p.m. and admission is free. The
event will include previews of upcoming films, viewing of a
