SUMMERFEST
PARADE RESULTS
DALLAS — The results for the July 30 Summerfest Hawaiian
Luau parade were released. Congratulations to all the winners.
This year’s parade drew more entries than in years past. Co-
ordinator Chelsea Metcalfe said the Hawaiian theme proved
popular among those who entered the parade because it was
easy to decorate for. Indeed, leis and grass skirts abounded,
even on ponies.

Marsh, Mont., the daughter
of Fred and Caroline Kaul, of
Fallon, Mont.
She married J. Robert Pust
on Dec. 28, 1950.

lo, Mont., Pullman, Wash.,
Dallas and Vancouver, Wash.
Elaine was a homemaker,
drove a school bus for many
years, and worked as a
school and church secretary.
She was also an active mem-
ber of five Alliance churches
in the places where she lived.
PHYLLIS PIPER
August 19, 1935 - July 29, 2016
MONMOUTH—Heaven gained an
angel when Phyllis, our beloved Wife,
Mother and Meme, went home to be with
her Lord and Savior Jesus. She fought a
long courageous battle with breast cancer,
until Jesus said “Come to me.”
She was born in Johnson, Indiana to
Faye and Martin Robinson, he a farmer
and she a homemaker. Growing up on a farm with 9 siblings
provided a fun and creative environment. With watermelon
and cantaloupe to harvest they learned hard work but also
used their imagination and creativity while on the farm keep-
ing busy together, which built strong family bonds.
She attended school in Indiana until the family moved to
Oregon in 1950. She worked as a waitress in Salem at North’s
Restaurant. There she met the love of her life, Gary Piper.
After a short courtship they married on March 1, 1955. Soon
after they were blessed with Kim and Craig.
In 1970 she attended Beauty School in Salem and shortly
after opened and operated Piper’s Salon of Beauty in Mon-
mouth for over 25 years.
During those years she loved interacting with people, mak-
ing them smile using her gift giving talents to make them feel
special. She also was a great seamstress, hemming or repairing
our clothes.
In her working years and after retirement she loved doing
craft fairs with Kim, camping with family in Bend, family re-
unions and attending most if not all of her grandkids’
school/sporting activities. Her family was number one; she
never stopped bragging about them.
She accepted Christ into her life at 19, always sharing Him
with others and singing Jesus songs to her grandkids.
Our hearts ache for our loss, yet we look forward to the
promise of meeting again in Heaven.
She is survived by her husband Gary; Kim (Joe) Franko;
Craig (Debbie) Piper; grandkids Chris Franko, Brittany
(Shane) Waters, Kylie Franko, Sydney Joa, Katlyn (Mike)
Wheaton; 10 great-grandkids; 2 sisters and 2 brothers. Pre-
ceeding her in death were her parents and 5 sisters.
Celebration of Life will be August 12, 2016 at 2 pm at
Salem Heights Church, Salem, OR.
She is survived by hus-

Jeffrey Edward Scheer, 48,
of Vancouver, Wash., former-
ly of Dallas, died on Aug. 1
after a long struggle with
cancer.

the love of his life, Tina. Jeff

her sister Debbie Fast on
May 25, 1996.
He was an avid photogra-
pher, enjoyed the Oregon
Coast, watching his children
in athletics, antiquing,
watching the Olympics, and
visits to Starbucks with Tina.
Jeff was a contracting offi-
cer for the Air Force. He also
worked for the General Serv-
ice Administration as a pro-
curement analyst and for
the Department of Energy at
the Bonneville Power Ad-
ministration as a contract-
ing officer. He worked for
BPA until May 2016. He re-
ceived the Meritorious Serv-
ice Medal and National De-
fense Service Medal from
the U.S. Air Force. He also
won numerous civilian
awards at GSA and BPA.
Jeff is survived by wife,
Tina (Benson) Scheer; chil-
dren, Nathaniel, Joshua, and
Mikayla; a granddaughter;
his parents; brothers, Robert
(Paulette) Scheer, Darrell
(Jamie) Scheer; and a large
extended family.
Memorial service was
held. Military funeral service
was at Willamette National
Cemetery in Portland. Dallas
Mortuary Tribute Center
